2 months on, DSEJ fails to penalise erring teachers
Order on tuition ban goes in vain

Jammu, Dec 24 : Two months on, the director school education Jammu (DSEJ) has failed to penalise even a single teacher for violating the ban on private tuition.
Pertinently, the order issued by DSEJ reads, "All the Chief Education Officers in Jammu division are directed to ensure that there is "total prohibition on the practice of private tuitions by government officials and that strict disciplinary action is taken against any principal, headmaster, lecturer, master, teacher or ReT involved in the practice of private tuition or involved with any private tutorial in any capacity,'' the order read.
"Despite of blanket ban on private tuitions, some teachers and lectures, throwing orders in the dustbin have been continue with this illegal practices and the department concerned rather than taking any stern action against them, has seemed busy to oblige the violators", said an employee on condition of not to be mentioned.
He further said that after repeated oral orders finally, the government on Oct 26 had directed to all Chief Educational Officers (CEOs) in Jammu regions to implement the order in letter and spirit. "But seriousness of the department can be gauged this fact not even a single Teacher, Lectures and Master has been penalized, despite the fact that thousands of students can be found coming out of tutorials in every nook and corner of Jammu city", the employee said. Chief Education Officer Samba, Mangal Singh said that on the direction of DSEJ they had constituted five 'Zonal Committees' of Principal, Headmaster and Zonal Educational Officers. "But unfortunately so far we have not found any offender", Mangal Singh said.
CEO, Kathua Balbir Singh informed that few days back, some citizen has informed him that some teacher has been doing private tuitions in Billaware areas but when he conducted a surprise visit of the area, he failed to find the culprit.
The version of two CEO, aptly narrates the faulty functioning of the department. "The response of two CEOs makes it clear that the order is just to befool the masses but on ground level nothing is going to change.
The most difficult task is to implement any law and making of laws is very easy job. The government is patting its back by bringing a legislation but it is totally hoax, Suresh Kumar a retired teacher said.
The private tutorials are mushrooming and even there are numerous reports that many school teachers, lecturers compelled the students to come for tuition classes to get favour in internal assessment and despite knowing everything, nothing has changed so far.
