Hockey India denies info about legal expenses; CIC to hear case | | | Agencis New Delhi, Dec 25: After making serious charges against Hockey India , by former Hockey India Chief and retired IPS officer KPS Gill has alleged that heavy legal expenses have been paid to an individual by Hockey India. As the details about these expenses were sought under Right to Information Act (RTI) by Delhi based noted RTI Activist Subhash Chander Aggarwal , the same was denied by the Central Public Information Officer (CPIO) of Hockey India by invoking section 8 (1) such as commercial confidence etc. Hockey India is a public-authority under 'Right to Information (RTI) Act. It is indeed a matter of serious concern that Hockey India declined to provide details of legal-charges paid by it when asked through an RTI petition apart from several other queries, leading to the matter reaching to Central Information Commission (CIC) vide a petition-number CIC/KY/A/2015/000938. In the RTI history no other public-authority has ever declined details of legal charges paid by it as this comes very much under RTI ambit. According to Subhash Chander Aggarwal, various queries of the RTI petition filed at Hockey India are of vital public-interest, and should rather be suo-motto disclosed on website by the public-authority i.e Hockey India. "In view of serious allegations levelled by KPS Gill, Central Information Commission should arrange a priority hearing on the petition filed by a senior citizen" Aggarwal added . Information sought: Vide his RTI petition filed before Hockey Subhash Chader Aggarwal sought details about land and other facilities provided by Govt of India and state Governments to Hockey India in New Delhi and other states of India. He also sought complete details of legal fees paid to various legal experts from last 3 years with its file notings etc. In addition to it Aggarwal sought details about norms set by department of legal affairs towards hiring and payment of fees to legal experts in Hockey India. Details of complementary tickets were also sought under RTI The information was denied by CPIO of Hockey India on the ground that information relates to commercial confidence of the legal experts. The First Appellate Authority (FAA) of the organization also upheld the order of CPIO and finally case landed in Central Information Commission (CIC). |
