DSEK issues circular asking Teachers Forum members to attend duties or face music | | | Jehangir Rashid Early Times Report SRINAGAR, Jan 21: A circular issued few days back by the Directorate of School Education Kashmir regarding the duties of members of Jammu & Kashmir Teachers Forum (JKTF) has brought the two sides at loggerheads. Director School Education Kashmir, Dr. Shah Faesal issued a circular under which it has been made clear that members of JKTF are no longer exempted from their official duties and as such they too are bound to their duties. Through the circular members of JKTF have been asked to report to their duties failing which stern action would be taken against them. 'Whereas frequent complaints are being received that some members of various Teacher Associations/Forums do not attend to their routine duties on the pretext that government has exempted them from teaching duties. Teaching is a very sacred profession and a department which deals with the next generation cannot be allowed to be hijacked by elements who take salary for teaching, but instead avoid duties under the pretext of trade unionism," reads circular number DSEK/PS/Misc/71 dated 19-01-2016. The circular further reads: Whereas the existing departmental guidelines regarding Teacher Associations/Forums nowhere mention that such members/office bearers shall be exempted from routine class work and that they do not need to attend school. "Now, therefore it is hereby reiterated that all members/office bearers including the Chairman of Teachers Associations/Forums are subjected to some disciplinary control, CSR and Conduct Rules as any other government employee and no special exemptions from teaching duties have been given to them except if they chose to remain absent under leave duly sanctioned. School/office premises can be allowed to be used for activities of registered associations only after written permission is taken and once the class work has been completed," reads the circular. The circular further reads: Further, all Controlling Officers/DDOs shall ensure that during the active academic session any indiscipline in the name of association/forum business be strictly dealt under Employee Conduct Rules and other regulations in vogue while at the same time giving due cooperation to registered associations that are genuinely working for the welfare of teaching fraternity. No sooner was the circular issued the teachers under the banner of School Education Employees Coordination Committee (SEECC) raised objection over it saying that the circular is against the interests of the teaching community. They alleged that the school education department has been handed over to bureaucracy that according to them would lead to utter chaos and confusion in the times to come. Meanwhile, Early Times has come to know from sources that some of the members of Teachers Forum have not been transferred from their places of posting for years now since they are considered to be close to the echelons of power. The circular issued by Director School Education Kashmir may pave the way for the transfer of these officials. It is due to this reason only that some of the office bearers of the Teachers Forum are objecting to the recent circular. |
