Samoon grills Kashmir admn | | | Hyder Ali Early Times Report Srinagar, Feb 27: Divisional Commissioner Kashmir Dr Asgar Hassan Samoon on Saturday pulled up the administration in his typical "hard taskmaster style" asking the officials to perform or perish at a high level meeting he chaired here. Official sources said Samoon, who was seen "hot headed" after a long gap, rarely spared any of the officials adding that most of them have become deadwood and that he would apprise the Raj Bhawan about their poor performance. From Civil Secretariat Jammu, Commissioner Secretary Housing and Urban Development Department, Bipul Pathak was supposed to attend the teleconference to review pace of developmental works. But instead of Pathak, his joint director Parvaiz Kakroo attended the teleconference. This infuriated Samoon who took serious note of Pathak's absence. "Entire Housing department is paralyzed from top to bottom and such callousness is telling upon the working of the department," the sources privy to the meeting quoted Samoon as having said. The concerned officials present in the meeting could give no details of the street lighting related issues. This infuriated Samoon further who said now due to the negligence of such callous officials another meeting would have to be called next week. "This is sorry state of the affairs that you even don't have statistical figures of lighting even of Srinagar than to talk of elsewhere," Samoon said. Reacting to the complaints of brazen Master Plan violations, Samoon told SMC officials that they had earned name for minting money in the name of issuance of building permissions and allowing illegal constructions. The Divisional Commissioner told the Superintending Engineers and the Executive Engineers present at the meeting there were complaints of corruption against them. He is understood to have told the engineers that nothing goes unnoticed about the details of their wealth, which often stands disproportionate to their know sources of income. The meeting also discussed that the official who has been recently given the charge of Commissioner SMC would not be able to perform his duties upto expectations as complaints of land grab have already popped against him. Sources said the official is allegedly involved in land grab of 50 kanals of land at Damhal Hanjjpora and that a complaint in this regard has already reached the authorities. "He has illegally changed Revenue act Sections to grab this huge land chunk," the officials discussed at the meeting adding "under given conditions he would not be able to do justice with the new assignment." Sources said other senior officials like Director Urban Local Bodies, Tufail Mattoo and the VC LAWDA Sarmad Hafeez preferred to skip the meeting midway pleading that they had some other important assignments to do. Finally, Samoon, as per the sources asked the Additional Commissioner NA Wani to inform the Raj Bhawan about the poor performance of the officials taken to task. Sources said Governor NN Vohra who is streamlining the administration has asked police and the civil administration no indiscipline should be tolerated. A delegation of officials who attended the meeting, however, said behavior of the Divisional Commissioner was unjustified. "He didn't spare any official but banged everyone. He didn't spare a single official whether it was joint commissioners, financial advisors, or engineers. He used bad language and said he would write everything to the Governor," the officials told Early Times. "He was behaving like Arnob Goswami. Such a behavior will not be tolerated in future," the officials said. Despite repeated attempts, Samoon could not be contacted for comments. |
