Ex-TSO Kishtwar who sold public ration roams free, no FIR yet

Kishtwar, Feb 27: Even after nearly six month since the major embezzlement in government ration done by the former Tehsil Supply Officer Kishtwar Pankaj Kumar who allegedly sold one month ration meant for the distribution among the people of Kishtwar District for the month of July 2015, but even after six months the officer involved in the scandal roams free as no FIR was registered by the department against the officer who was immediately transferred from Kishtwar District and was later placed under suspension by the department.
As per the details available with "Early Times" all the Tehsil Supply Officers of Kishtwar District including Pankaj Kumar Thakur received the ration quota for the month of the July 2015 for distribution among the people, but except TSO Kishtwar all the TSO's distributed the ration among the general public in respective areas.
The sources informed the "Early Times" that after the matter was brought into the notice of the then District administration Kishtwar by the general public that they have not received the ration for the month of July 2015 and accordingly the matter was check by the then administration from Consumer Affairs and Public Distribution Department and it come to the fore that the ration stands released in favour of the then TSO Kishtwar.
After going through the details, it comes to fore that the accused TSO Kishtwar Pankaj Kumar had sold the ration to private shopkeepers at different places and even cannot rule out the involvement of some other officials of the department and accordingly the matter was brought into the notice of Director CAPD Jammu and other senior officials of the department who assured that the matter will be looked into and even barred the District administration from holding an inquiry with the assurance that department will conduct the probe on its own, however the department of CAPD failed to punish the officer involved in selling off public ration, beside also fail to register an FIR with either Kishtwar police or with Crime Branch as a result of which the officer involved in heinous crime is still roaming free.
The sources informed the "Early Times" that TSO Kishtwar had a sanctioned 5323 quota of ration which include 1607 Quintal of Atta comprises of APL 1212, BPL 377, AAI 18 while 3158 Quintal sanctioned quota of Rice which include APL 909, BPL 377, AAY 1872 Quintals and 538 Quintal Sugar quota.
The sources said that the erring former TSO Kishtwar after selling the ration quota which either could be released as per the full sanctioned quota or majority of the sanctioned quota deposited its government cost in government treasury while at the same time selling it at more than double price to private parties with active involvement of some of the departmental officials.
While talking to "Early Times" some of the CA&PD dealers on the condition of anonymity confirmed that they did not received any ration for the month of July 2015.
"Everyone knows in the department where the said ration goes--- let the police to conduct the inquiry, things will get cleared" said the dealers, added that officials of the department are shielding the corrupt official involved in embezzlement of the ration.
Meanwhile PDP District General Secretary Kishtwar Ishtiyaq Waza who raised the issue in official meeting demanded immediate intervention of Governor and demanded immediate arrest of the former TSO Kishtwar Pankaj Kumar, beside disciplinary action against all those officials who are shielding the officer in question. He said that the present government should provide the said ration to the people without any further delay added that people cannot wait for long till the department will recovered the embezzled ration from the tainted TSO.
He also urged on SSP Kishtwar Sandeep Wazir to take suo-motto notice of the case and hope that FIR will be registered against the said officer.
