Early Times Report JAMMU, Mar 19: The vigilance organisation (VO) has booked ex-CEO (chief education officer), Jammu, for his alleged act of making appointments of two ReT (Rehbar-e-Taleem) teachers in a 'non-existent' primary school in Khour zone here. According to VO findings, ex-CEO Tarsem Lal had opened a primary school at Dhar Chhani, Dowana Mohalla Sardaran Da, in Khour zone, in violation of the government norms after hatching a criminal conspiracy with beneficiaries. VO discovered that the school was opened in 2014 on papers only by the ex-CEO in violation of SSA norms as regards population and expected strength of pupils. There was no proposal or sanction of competent authority, i.e., SSA Project Director to open the school which existed for a month on papers only. It was subsequently shown merged with the old primary school at Naiwala, VO sources said. "This clearly speaks of the CEO's malafide intention and showed that he opened the school just to adjust fraudulently ReT teachers. Two sanction orders for opening of the school were found issued by the CEO after completion of selection process of ReT teachers -- Amarjeet Singh Pujwal and Mandeep Kour," the sources added. Sources said two posts of ReT teachers were advertised and selections were made when the school neither existed on the ground nor even on papers. Moreover, it was also found that the feasibility report submitted by then ZEO, Khour, on telephonic directions, clearly indicated that there was no requirement to open the school as the requisite parameters were not fulfilled, the sources added. "The whole process was conducted and completed by the ex-CEO in connivance with the two ReT teachers in contravention of the law, rules and the set procedure by sheer abuse of his official position," sources alleged. Since the acts of omission and commission on part of the ex-CEO and the two ReT teachers disclosed the commission of offences punishable under section 5(1) (d) 5(2) of J&K PC Act Svt 2006 and section 120-B of RPC, VO registered a case against them. Further investigation in the case was in progress. |
