MGNREGA: Job card holders ignored in Uri | | | S Tahir-ul Haq

BARAMULLA, Mar 22: In MGNREGA works legal job card holders are biting the dust because of no influence, while as the AEEs and JEs of different departments allotted their work to their blue eyed person in Uri area of north Kashmir. According to sources, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) work has been allotted to only one person while as rest of the card holders are being ignored. "MGNREGA work has been allotted to only one person namely Mubashir Ahmad Khan S/O Abdul Lateef Khan R/O ward no 7 of Niloosa Halqa in Boniyar area of Baramulla district, sources on anonymity conditions told Early Times. Sources said "MGNREGA work was supposed to be for a common man, but unfortunately it is being allotted to Thekiaydar (contractors) and that too to blue eyed persons of AEEs and JEs of different departments like RDD, PHE, Irrigation, and R&B." However a delegation from Boniyar area said that, "there is a nexus between AEEs, JEs of different departments and the contractor Mubashir Khan which has become a nuisance for the villagers. They alleged that, there was no door-to-door survey this year and the eligible households have been left out unregistered under the Act. It was need of the hour to conduct a survey before allotting a work to the card holders. The Panchayat members were not being taken into the confidence by the department concerned which leads to the confusion and with the result fake bills were drawn by unregistered card holders in Niloosa Halqa of ward 7, delegation observed. They said that, "the legal card holders approached the Block Development Officer (BDO) Boniyar many a times in past, however the concerned official had assured them the payment on legal work will be drawn, but the influential contractor is hand in glove with the concerned department. "I was told by the BDO to start work on the bund and drainage for which the department will release funds of Rupees two lakh, however the concerned official said he can draw Rupees one lac and simultaneously he came down to Rupees sixty thousand, which is completely injustice with us," said a card holder Parvaiz Ahmad (name changed). Each wage seeker was supposed to get the wage payments for the work done in the week's time but it is altogether different here in our ward 7. It shows that 'one man rules the roost' with the result the work gets hampered and the wages were not paid even after 15 days of work done, for which the compensation was not given to the job card holders under provisions of Payment of Wages Act, they added. |
