Edu Deptt's apathy to delay school recognition irks unaided pvt school owners

jammu, Mar 22: The private schools running in the urban and rural areas with the objective to provide and promote quality education have become the casualty of sluggishness of the Government to clear cases of school recognition in a time bound manner despite fulfillment of formalities which suffer pendency and bite dust in the record room of Education Department for years together with authorities changing the check-list of formalities causing great harassment to private schools.
The sources informed Early Times that the formalities framed by the Education Department for recognition of unaided schools are various NOCs to be obtained from Municipality/Panchayat, Fire Services Department, certificate of building safety, acid safety certificate from SDM, Traffic Department which they are fulfilling from time to time, further said, expressing their dismay that "why the CBSE, Govt schools and colleges running in the State are absolved of such NOCs because safety of the students studying in such institutions is not required and dear to the Government which is equally essential with regard to building safety, fire safety, acid safety etc. and cannot be glossed over", they said.
While talking to Early Times, leading member of Private Schools Coordination Committee, Romeshwer Singh Manhas informed that the recognition being granted to private schools is kept valid only for one year and every year the Government is seeking numerous formalities to renew recognition and slammed such a policy of the Government which seeks all these NOCs even from those private schools which were established over twenty years back.
Another private school owner, Balkaran Singh informed that the educated youth not hankering after Government jobs have started providing education to the students by establishing private schools besides giving employment to many young educated persons, but the step-motherly policy only for private schools adopted by the Education Department for seeking recognition on yearly basis is designed to discourage the private schools.
Early Times is in possession of a document bearing Govt order No: 11-Edu of 2004 Dated 2-1-2004 which reads "Private schools which have been operational for ten years shall be considered for grant of "Permanent Recognition" by the Director of School Education Kashmir/Jammu", but the order remained in the files all these years and it was never ever implemented by the Education Department.
Dheeraj Rampal of Miran Sahib informed that the vacillating tendency of the Education Department to change and add new formalities with the change of Chair in the corridors of power is just to embarrass the private schools to either shun or run the schools under stressing and pestering circumstances created by the department for boosting table to table loot with Education Department.
On the basis of a document dated 15-2-2014 of Coordination Committee, Jasbir Singh of Gadigarh informed that self-explanatory representation was submitted to the Chairperson, Govt Committee set up to examine issues related to unaided private schools of J&K and reminded the Education Department to implement the Govt order dated 2-1-2004 granting permanent recognition as enshrined in the order, but despite lapse of over two years no action was taken . The sources said that under the these circumstances, there is no hope for the private schools to flourish and urged the present Government headed by Governor to intervene and come on the rescue of un-aided private schools from the hostile attitude of the department who have put in their men and money for establishing and running schools in the interest of students.
