Stage is being set for the formation of the PDP-BJP coalition Government in Jammu and Kashmir state which is under the Governor's rule since January 7 when Mufti Mohd.Sayeed passed away and Mehbooba delayed leading the coalition Government.An indication to this effect was available soon after Mehbooba Mufti had a meeting with Prime Minister,Narendra Modi.The meeting had been arranged by an emissary of Modi who had invited Mehbooba for a fresh round of talks after she had left New Delhi in a huff following failure of positive results from her talks with BJP President,Amit Shah Had not the meeting with Modi proved positive Mehbooba would have not convened a meeting of PDP legislators party on March 24. This means that if all goes well Mehbooba may lead the coalition Government any time after March 24. In fact what motivated her to visit New Delhi for talks with Modi,when three days ago she had not been given time by Modi,are reports that some PDP legislators were for the formation of the Government as they were not prepared to face the electorate.Possibly Mehbooba had got a message that these PDP MLAs were already in touch with some BJP legislators for the formation of the Government.In order to avoid facing a split in the PDP she accepted an invitation from Modi to explore afresh the possibilities of formation of the Government.
PDP president Mehbooba Mufti met Prime Minister Narendra Modi to help end the impasse over establishing a government in Jammu and Kashmir"The meeting was positive. I will go back to Srinagar and take the next step," Mufti said, after the meeting. "I have called a legislature party meeting on Thursday. We will take more decisions there."The state has been without a government and under Governor's rule since its last Chief Minister, PDP veteran Mufti Mohammed Sayeed - Mehbooba Mufti's father - died on January 7. The PDP's alliance with the Bharatiya Janata Party (BJP) -a partnership forged by Sayeed when he became Chief Minister in March 2015 - has since been a subject of great speculation, with reports claiming not all was well between the two parties.The PDP is reported to have made several demands pertaining to the state, but BJP has said this past week that it would be unwilling to fulfill them until a government was firmly in place. Attempts by the two parties to find common ground had failed till Monday.Another factor that motivated Mehbooba to explore the possibility of forming the Government in alliance with the BJP was apprehensions that under pressure Governor may dissolve the Assembly to be followed by fresh elections.
That the BJP led NDA Government was keen to restitch an alliance with the PDP for the formation of the Government is indicated by the way the Centre did not mount pressure on Governor, N.N.Vohra,to dissolve the Assembly and recommend to the Election Commisson holding of fresh elections for which neither the PDP nor the BJP was prepared.Both the parties know it well that they have suffered major erosion in their vote bank and that could be undone if it gives good governance during the five years time.Another factor that prompted her to take a quick decision on the Government formation was fresh demand for holding fresh elections after the dissolution of the Assembly made by Omar Abdullah during his meeting with Governor, N.N.Vohra. Knowing that without the nod from the Centre Vohra may not have recommended dissolution of the Assembly still Mehbooba did not want to take any chance. Hence if the state is being set for the formation of the Government Omar's meeting with Vohra has proven a failure. National Conference working president Omar Abdullah has said that Peoples Democratic Party Chief Mehbooba Mufti's indecisiveness on government formation had kept the state in suspended animation which was not in favour of the people of Jammu and Kashmir.Omar said 'God forbid' if she acted the same way in the chair in the Secretariat, it might affect governance, leading to the suffering of the people.The former Chief Minister expressed his mind after meeting Governor NN Vohra at Raj Bhawan , where he discussed the political situation in the state with the Governor and also raised growth and development issues.Omar said it was more than two months that the state was being kept in suspended animation because of Mehbooba's 'own reasons'.
