Kishtwar, Mar 23: All Jammu and Kashmir Clerical Association, Kishtwar, has strongly condemned the detachment of ministerial staff from various educational offices of the district by the chief education officer (CEO). CEO, vide order No CEO/K/2015-16/25995 of February 2, 2016, withdrew ministerial staff from various education zones of the district while teachers and masters were still allowed to work in the offices of education department here, according to official sources. The clerical association's district president Mansoor Ahmed Doolwal said the order was issued by the CEO in sheer violation of government order No 26-Edu of February 2, 2016, adding that the transfers were likely affect the students' studies. "Services of teaching staff are being utilised instead of ministerial staff. The prime duty of teachers is to impart education to students, but in this case, services of teaching staff are being utilised in running the office affairs," he alleged. He alleged that teachers had been given full charge of establishment, cash dealing and other financial responsibilities in offices of CEO and ZEOs which was in violation of the norms as laid down in Conduct Service Rules and Financial Code of J&K. He said even after 33 years of its establishment, Nagsini zone had only one sanctioned post of ZEO while the ministerial staff, including class IV employees, had been attached by the higher authorities on need basis for smooth functioning of the office work. "If the authorities don't look into the matter, we will be forced to launch an agitation," said Doolwal, informing that the association had also submitted a memorandum in this regard to the state governor, education commissioner and director school education (DSE), Jammu, through deputy commissioner, Kishtwar. It is pertinent to mention that the transfers of 240 teachers by the CEO and transfer of 84 masters by the DSE has already sparked a controversy in the district following allegations of favouritism and nepotism. |
