Horticulture deptt yet to get reports of samples lifted a year ago
Guv's directive yields no results

Anantnag, Mar 23: The Kashmir wing of horticulture department hasn't yet received reports from laboratories of the samples lifted by its insecticide officers (HDOs) a year ago.
HDOs (horticulture development officers) were authorised to lift samples for testing on February 13, 2015 but a year later, the department was yet to receive the reports from laboratories.
"The governor's decision evidently seems to have not yielded the desired results as after a year, department hasn't yet received the reports from laboratories of the samples lifted by the department in Kashmir division of the state," official sources said.
HDOs as Insecticide Inspectors were directed to inspect stores, godowns and retail shops in their respective jurisdictions under section 20 of Insecticide Act, 1968.
They were asked to send the samples to notified laboratories for analysis but interestingly officers hadn't yet received the reports of samples despite a passage one year.
Official sources revealed that HDOs had lifted hundreds of samples of pesticides and micro-nutrients from the market during routine checking.
Sources said that 'deliberate' delay had exposed the tall claims of horticulture department of controlling and curbing the menace of spurious insecticides and pesticides in the market.
"Last year in presence of locals and media, I along with tehsildar and other officials visited a distributor and lifted some samples after receiving complaints from the orchardists against him but a year has passed and we haven't yet received the report of the sample," a HDO said.
"I took up the issue with my senior officers and even conveyed it to then horticulture minister but nothing happened," he added.
Horticulture department insiders alleged that a nexus between higher ups of the department and companies had led to a delay in the testing process.
"I lifted seven samples in February last year from the market but havn't received the report as yet. Orchardists of my area accuse me of hushing up the case," an official revealed.
Director Horticulture, Kashmir, P K Sharma admitted that his department was yet to receive the reports of samples lifted a year ago. "It is true, we haven't yet received the reports," he added.
He said lack of laboratory for testing samples in Kashmir division was main reason for the delay. "the central government has directed states to send only 250 samples against which we have sent over 900. You can understand how overloaded the laboratories are," he added.
