PHE deptt gives undue benefit to contractors | | | Arun Singh

Jammu, Apr 11: In a deliberate attempt to provide undue monetary benefits to the construction agencies involved in carrying out various departmental works across the State, the Public Health Engineering (PHE) Department did not deduct mandatory one percent labour Cess out of their contract cost meant for the welfare of the workers engaged in construction works. Sources told Early Times that despite the strict rules given under Building and Other Construction Workers Welfare Cess Act 1996 which provides that all establishments engaged in construction activity are liable to pay Cess at the rate of one per cent of the cost of contract. "The construction works approximately of Rs 100 crores was carried by Public Health Department through various agencies/ contractors in some divisions in last five years and accordingly Rs 1 crore Cess has to be deducted from their total payment but due to unholy collusion with the PHE department officials, the executing agencies were spared from deduction of once percent cess," they alleged further adding that this act of the department deprived various workers engaged in the building construction works from getting welfare benefits as this money is pooled up which is looked after, managed and used by Building and Other Construction Workers Welfare Board for registered workers. More shocking part of this incident is that the amount of Rs 1 crore as labour cess is outstanding from only nine divisions of the department where divisional authorities had miserably failed to deduct from the payments made to the contractors resulting in undue benefit to the contractors, they alleged. Sources further informed that PHE Department had allotted constructions works to these agencies under various Water Supply Schemes to provide drinking water the rural areas and constructions of buildings of the department etc. |
