RDD to 'discourage' SCs from participating in panchayat polls

Jammu, Apr 11: The Rural Development Department (RDD) is reportedly leaving no stone unturned to allegedly deprive scheduled caste (ST) population from getting representation in the Panchayati raj institutions in Bansultan area of RS Pura.
People of Bansultan Panchayat said that RDD' Director, Jammu published a draft proposal for reservation for SC/ST/ Women and had invited response from general public of the panchayats/ Blocks of District Jammu on March 31, wherein it has mentioned in the notification that the population of SC community of the Ward Numbers-1, 2, 3 and 4 are less if compared with other caste, has been revealed the reality is completely different from the ground. "However, the department has mentioned that the department has taken data from the census, 2011 which was conducted by Government of India in 2011", they said.
They further said that how it was possible that in previous election of Panchayat Halqa Bansultan the SC population is more than other caste and this time showing decline.
As per the notification NO: DRDJ/Panch/ 2016/68336-71 read as the number of Schedule caste voters in Ward Number, 1,2,3,4 of Panchayat Halqa, Bansultan is 201, 198, 195, 321 respectively whereas number of other caste voters is 645, 646, 660 and 592. "But ground reality is totally different from the notification which was published by the department on March 31 in daily Jammu based newspaper", alleged Sushil Kumar Bhagat.
He further said that the ward number-1/ Bansultan Mohalla East and Ward Number-2/ Bansultan Mohalla West are totally dominated by scheduled caste population and only family of Brahimin caste and three or four families of other caste (OBC) but why department mentioned in its notification that the other caste's population was more to schedule caste, adding, "however, the Ward Number-3& 4 where schedule caste population is 60 percent & 50 percent and department has mentioned in its notification that the percentage of Schedule caste voters is 22.81percent and 35.16 percent", said Pramod Kumar, resident of Ward number-2 of Panchayat Halqua Bansultan.
They further said that however, as the department concerned published the notification, they had raised their objection in front of Block Development Officer but nothing has been done so far by the department concerned. "It is well planned conspiracy being hatched by the department to deprive SC population from to take part in forthcoming Panchayat election", they alleged.
Whether it is attention or un-attention attempt of the Rural Development Department reportedly leaving no stone unturned to deprive SC polulation.
