Provide copy of 'roznamcha': SIC to Ganderbal police | | | Early Times Report Srinagar, Apr 20: Information seekers can now ask for copy of "Roznamcha"(daily dairy) under Right to Information Act (RTI) from police . The State Information Commission (SIC) has issued a direction in this regard recently wherein the Ganderbal district Police has been asked to provide the certified copy of the Roznamcha to an RTI applicant who alleged that police didn't act against his brother after he caused damage to his property. Details available with Early Times reveal that one Farooq Ahmad War R/o Chundina Ganderbal on 23.02.2016 filed a 2nd appeal against Additional SP Ganderbal (ASP) who is also the First Appellate Authority for district police. The appeal was also filed against the PIO/ Dy SP Headquarters. The appellant stated before SIC that he is aggrieved by the decision of ASP and Dy SP Headquarters (PIO) . Appellant in his appeal said that his brother with the help of three close associates dismantled fencing of his compound during intervening night of 3 & 4 June, 2015 but police did not book associates of his brother despite evidence. SIC's order stated that FAA in his reply dated 08.03.2016 has interlia stated that as per correspondence received from P/S Ganderbal, HC Abdul Gaffar has never been deputed for recording statement. The FAA has substantiated his statement on the basis of record. i.e., "Daily Diary". Since FAA's (ASP) reply is basis on "Daily Diary" i.e., Roznamcha, PIO is directed to provide a copy of relevant portion of this diary to the appellant. Appellant produced a copy of a statement reportedly prepared by the Police officials in connection with the case. The Commission takes cognizance of this document and a self-attested and copy of the same is provided to FAA/PIO with the directions to hold an enquiry into the matter and take necessary action under intimation to the Commission. The above directions should be complied to within two weeks. The Commission has observed that while adjudicating the First Appeal, FAA/ASP Ganderbal has heard both the parties and thereafter passed a speaking order giving his observation/remarks on each point of the RTI application and directions to the PIO. This order of the FAA is in accordance with the provisions of Section 16 of the Act and is appreciated" |
