Srinagar: DC office sits over title change files of flood-hit people | | | Jehangir Rashid Early Times Report SRINAGAR, Apr 20: Officials at the office of Deputy Commissioners of Kashmir valley are sitting over the files submitted by the revenue officials with respect to the compensation to be paid to the flood affected families whose title was changed once the discrepancies came to the fore. Sources told Early Times that majority of the Teshildars of the valley have submitted the requisite documents to their concerned deputy commissioners, but no follow up action has been taken so far. The inordinate delay has led to disillusionment among the affected people who have already suffered a lot due to the wrong assessment of the concerned officials. "Following the directions the concerned revenue officials submitted the files to the respective deputy commissioners. However, the staff that is expected to do the job is not doing so and as such the affected people continue to suffer. The flood affected people are at loss in this whole situation and they fail to understand as what to do," said sources. Sources said that the respective deputy commissioners are taking the issue lightly and as such the concerned staff is not being pulled up for their lackadaisical attitude in attending to this important assignment. They said the concerned officials are not 'bothered' in this matter and they are carrying out jobs that can be done later on as well. "The concerned officials believe that they are above the law and as such no action would be taken against them. The inaction from their seniors has emboldened them and this has made the matters worse for the affected people. The officials need to be taken to task so that justice is done to the affected people," said sources. Sources said that a huge chunk of affected people despite being clubbed under the severely damaged category were not being paid the relief amount due to them. They said the officials monitoring the whole process have ditched these people and left them to bite the dust. "Despite suffering huge losses in the flood these people were put under the partially damaged category and as such they received Rs. 3,800 as the first installment of our relief amount. They protested against the same and made representations with the concerned officials in the respective districts while demanding justice," said sources. The sources said that following the complaints of aggrieved people re-verification committees were set up in different districts and it was found that justice has not been done. They said that the re-verification committee consisted of engineers of R&B department, tehsildar, naib tehsildar and patwari and after analyzing all the facts they found in thousands of cases justice has not been done. Following the report of the verification committees more than 3,000 families who were put under the partially damaged category were later on clubbed under the severely damaged category. However, the status of the families was not changed with the officials saying that this would be done in due course of time. "Once this got proven that discrepancies have occurred the affected people were paid Rs. 8,800 relief cheques in order to bring them at par with already classified severely damaged families who received Rs. 12,600 as their first installment of the relief amount," said sources. Sources said that the officials told the aggrieved people to receive the second installment of Rs. 20,000 due to the partially damaged category. They said that the affected people were promised that they would be paid remaining amount once their status gets changed from partially damaged to severely damaged category. "Of late the concerned officials told the affected people that there can be no change in the status and they come under partially damaged category. If they don't fall under the severely damaged category then how they were given Rs. 12,600 as the first installment of the relief amount," said sources. The sources said that once clubbed under severely damaged category these affected people had to receive Rs. 1, 87,500, but as of now they are being asked to receive Rs. 48,500 that is due to people who come under the partially damaged category. |
