Jammu, Apr 21: The former Health Minister and senior Congress leader Taj Mohiddin acted as the "Betaj Baadshah" of the health department during his tenure, sources told Early Times on Thursday.
They said Taj altered the plan to establish Urology and Nephrology, Neurology and Neuro Surgery, Cardiology and Cardiac Surgery departments at Super Specialty Hospital (SSH) here. "He (Taj) suddenly ordered the officials to establish Gastroenterology department at SSH ostensibly to appoint his men illegally and to install machines, which were procured after spending lakhs of rupees. He threw all the norms to winds and acted like a dictator to get his way," they added.
Sources said that Taj tried to "bury his misdeed" and tried to legalize the department by issuing an order number 220-HME of 2014 for creation of new Gastroenterology department after segregating it from Department of Medicines in the Government Medical College (GMC), Jammu on April 23, 2014."
They said the Assistant Professors were also appointed without following proper recruitment procedure and posts were not referred to the Public Service Commission .
Presently the GMC has eligible doctors for the post of Gastroenterologist, but does not have Gastroenterologist. They said that the creation of Gastroenterology department at SSH here had also hindered functioning of other proposed departments in the premiere health institution. "Proposed block for treatment room of sick patients was converted into gastro Lab, another room for department of Nephrology where E.EG./ video E.E.G was to be installed, was used for Endoscopy", sources said added that EEG/video EEG machines worth crores have remained unutilized since the day hospital was made functional.
"The guarantee period of EEG/video EEG machines, which are still packed, is about to expire", insider said, adding that two rooms allotted for Neuro-Surgery department, were utilized for OPD of Gastroenterology department," they added.
Sources said the Gastroenterology department was not only illegally created, but to show that the department has huge rush of patients, 40-50 fake OPD slips were purchased on daily basis by Head of Gastroenterology department.
When contacted the incumbent Health Minister, Bali Bhagat, said, "Gastroenterology, department has been shutdown at SSH, but would be remain functional at GMC."
"It was functioning illegally at SSH. We have corrected the wrong doing. The department has been shifted to GMC, and vacated space will be utilized for other purposes", he added. |
