Early Times Report
Jammu, May 16: Arbitrary decisions in Public Health Engineering (PHE) department are taking huge toll on state exchequer, as the department without inviting tenders has hired luxury car for babus. Moreover the vehicles owned by department are gathering dust. Reliable sources in the department informed Early Times that in Jammu division PHE department has nine Superintendent Engineers (SE) and 23 Executive Engineers (Xen) iof which 90 percent officials have hired private vehicles, instead to written higher authority department concern that they have requirement of vehicle for official use. PHE Division Kishtwar is the live example where officials declared department vehicle (Gypsy) Model 2010 condom and hired a luxury car, same case in Nowshera the official declare department vehicle Model 2004 condom and also hired private vehicle. As per rule the department only hired commercial vehicle through proper channel, invite tender but these officials misuse power and hired domestic vehicle without proper channel. Sources alleged that the reason behind to hire domestic vehicle, has used for official as well as personal use. If they have departmental vehicle they didn't use such vehicle in other divisions without permission but in case of hired vehicle they used freely and have no accountability. Draw lakhs of rupees for hired vehicles in each year. Every month state government has paid Rs. 30000 per hired vehicle including the cost of fuel, limits 1800 kilometer, if limit exceed government paid extra amount. They further said that nearby hundreds of vehicles including Trucks, Tankers, Cars of department concern were lying defunct in various PHE divisions of Jammu region. Instead of their repair, maintenance the officials hired private vehicle and benefited private players. "Such type of practice depicts that the officials of concerned department left no stone unturned to privatize the department in coming future. If the department will go in hands of private players hundreds of lower rang employees will be jobless", sources maintained. |
