Change of guard jeopardizes future of JU offsite campuses | | | Akshay Azad

Jammu, May 16: The blocking of funds by Peoples Democratic Party-BhartiyaJanta Party (PDP-BJP) government for the development of offsite campuses of University of Jammu is reportedly due to unsympathetic view of government towards the initiatives taken by previous dispensation. The future of offsite campuses had started running in troubled waters, since the new dispensation has taken reins of state, sources said. The seeds of offsite campuses were sown by previous government headed by NC-Congress coalition government and eight offsite campuses were sanctioned allegedly to appease the aspirations of particular constituencies. Officials in Higher education department informed that a total of Rs. 117 Crores was sanctioned by University Grants Commission in the January 2012 for the development of offsite campuses. "Only two months time was given for JU administration to utilize the funds but on the persuasion of authorities, extension of two years and later one more year was given for utilization of funds", sources said, adding that a total of nearly 50 percent funds were utilized and rest were lapsed, putting future of these campuses in jeopardy. The present dispensation was not in favour of developing these campuses as it would be added up in the achievements of previous government due to which the state government has allegedly stalled the funds for these campuses. "The present dispensation should conduct an enquiry to fix the responsibility of officials responsible for lapse of funds to the tune of more than Rs. 50 Crores", sources said. "Out of these sanctioned offsite campuses, the buildings of Kathua campus and Ramnagar campus are almost complete and with the investment of few Crores of rupees, can be made functional", sources said, adding that but the rest of campuses required a lot of funds and if the funds, which were lapsed, would have been sanctioned, the campuses would be completed. Sources further alleged that if the Jammu University authorities would have pursued the case with the UGC, another extension might have been given and the problem of funds would not arise but former had failed to vigorously pursue the matter with UGC, which refused to give another extension. "The University authorities might have pursued the case with University Grants Commission or Ministry of Human Resource Development (MHRD) for sanctioning of funds, so that the funds would be released and offsite campuses would be made functional", sources said. |
