Water seepage in GDC Mendhar building renders it unsafe | | | Akshay Azad

Jammu, June 15: The continuous water seepage in the building of Government Degree College Mendhar since 2012 which also has developed cracks, has failed to attract the attention of authorities . The building worth Rs. 4.91 Crores was constructed by National Buildings Construction Corporation Limited (NBCC) and handed over to College authorities in the month of October 2011 but strangely after only three months, severe leakage and seepage of water was reported by College authorities. In an application of 19/5/2015 and reminder of 1/7/2015 forwarded by former Principal of GDC Mendhar to SSP Crime Branch Jammu for registration of FIR against NBCC, it has been written that construction work of the building worth Rs. 491.02 Lakhs was started in 2007 and building was handed over to College on 19/10/2011. "Severe leakages/seepages started in the building during the rains in the month of Jan 2012 (15/1/2012) and February 2012 and the matter was taken up with General Manager NBCC and the copies of the letter were sent to Commissioner Secretary, Higher Education department and DDC Poonch", the application reads as. Concerned over the safety of the students, the then College Principal repeated sent communication to higher authorities. "Right from January 17/2012 the correspondence regarding the leakage/seepages/cracks in the building, is going on without breaks. The last letter written was on 4/3/2015. Telephonic communication in the matter is still going on every week/fortnight. The NBCC has called the tenders for water proofing/rectification of the defects of the main building and the value of tender is Rs. 16.11 Lakhs", it reads as and the next paragraph further reads as, "The NBCC made three to four attempts to treat the leakages/seepages but failed". The Principal letter further mentioned that the leakages were still going on, causing damages to college infrastructure worth Lakhs of rupees. The underground wiring has also been damaged at many places and the college has done over-ground wiring to run the labs, it further says. The then college Principal had also taken up the issue in District Development Board meeting and later forwarded an application to SHO Mendhar to lodge an FIR, who had returned the application, claiming short of technical staff required for investigation and SHO had asked for knocking the door of Crime Branch. Flaying the state government and government authorities, an RTI activist said that rainy season was approaching and students were forced to attend classes in the same unsafe building. "Who will be responsible if any untoward incident happened there", he said, adding that it was also very sad to notice that no action has been taken against the involved officials of NBCC. GDC Mendhar College principal, Javaid Qazi admitted that class work was still going on in the same building. "The building has developed cracks and during rainy season it becomes more difficult", he said, adding that GM of NBCC had visited the college and had assured to make repairs but so far repair works have not started. SSP Crime Branch Mubasir Lattifi said that preliminary investigations were going on. "We have collected samples of the material used in the building and had sent to FSL laboratory for report. Whenever the report will come, proper action will be taken", SSP said. |
