Tainted official continues to call shots in ULBK | Directions from CM's office, Guv's secretariat fail | | Jehangir Rashid

SRINAGAR, June 15: Directions from the Chief Minister's secretariat are not being taken seriously by the concerned authorities resulting into a situation where in the complaints of corruption keep on piling with no action being taken against the 'tainted' officials. On 16-05-2015, Pankaj Sharma, Additional Secretary to Chief Minister wrote a letter to Commissioner Secretary, Housing and Urban Development Department asking him to probe a complaint against Mukhtar Ahmad Bhat (Head Assistant) in the office of Urban Local Bodies Kashmir. "The Commissioner Secretary to Government, Housing and Urban Development Department may kindly find enclosed a copy of representation bearing number 113/J&K/ULBEC/016 dated 09-05-2016 received from Chairman J&K Urban Local Bodies, senior employees front addressed to Hon'ble Chief Minister J&K on the subject captioned above," wrote the Additional Secretary in his correspondence under correspondence number FC/PRS/HCM-04. The correspondence further read, "The undersigned is directed to request the Commissioner/ Secretary to Government, Housing & Urban Development Department to have the issue examined and furnish a detailed report in the matter to the Chief Minister's Secretariat within a week's time positively." Following this correspondence, Nisar Ahmad, Under Secretary, Housing and Urban Development Department shot a letter to Director, Urban Local Bodies Kashmir asking him to submit a detailed report in the matter within three days. "I am directed to forward herewith a copy of letter number FC/PRC/HCM-04 dated 16-05-2016, along with its enclosures received from Chief Minister's Secretariat regarding the subject cited above and request you to kindly furnish detailed report in the matter within three days positively, so that office of Chief Minister is informed accordingly," wrote the Under Secretary in the correspondence under correspondence number HUD/LSG/ULBK/14/2016. Not only during the present PDP-BJP government, even during the Governor's Rule some orders were issued so that probe is carried out with respect to wrong doings of Mukhtar Ahmad. However, the orders were turned irrelevant with no action being taken against the 'tainted' official. "Enclosed kindly find herewith copy of complaint along with its enclosures (press clippings etc) preferred by Chairman J&K Urban Local Bodies Employees Co-ordination Committee vide reference number 118-125/JKULBC/016 29-02-2016 regarding the subject cited above. The averments contained in the complaint may kindly be got enquired into and appropriate action into the matter be taken under an intimation to this office," wrote IGP Crime Branch, J&K Police. The correspondence was shot to Commissioner Secretary, Housing and Urban Development Department under correspondence number CHQ/Clt/K-152/16/5732 dated 18-03-2016. The subject mentioned in the correspondence regards to complaint against incharge section officer and incharge accounts officer at Directorate of Urban Local Bodies, Kashmir for involvement in bunglings and misdeeds in the department and inspite of highlighting the matter through print media, no action has been taken against them so far. On 15-03-2016, Firdous Hussain, then Under Secretary, Housing and Urban Development Department also wrote a letter to Director Urban Local Bodies Kashmir asking him to probe the grievances that have been raised in the Directorate of Urban Local Bodies Kashmir. He said the complaint has been received from Governor's Secretariat in this regard and that the report should be submitted within a week's time. Sources told Early Times that the Section Officer has appointed a brother, three sisters, two brothers in law, some cousins and other close relatives on different posts in the municipal committees of Kashmir. Mukhtar's brother, Tariq Ahmad Bhat has been appointed as Sanitary Inspector at Municipal Committee, Sopore. His three sisters including Zareena Akhtar and Shahzada Akhtar have been appointed at municipal committees of Ganderbal, Sumbal and Budgam respectively. While Zareena is a Head Assistant the other two sisters including Shahzada have been appointed on the posts of Junior Assistant. "Lateef Ahmad Bhat, brother in law of Mukhtar has been appointed as peon at municipal committee, Awantipora. His other brother in law namely Showkat Ahmad Mir has been appointed as Tax Inspector at municipal committee, Pampore. Mohammad Zia Bhat, brother of his brother in law has been appointed as driver at the Directorate of Urban Local Bodies, Kashmir," said sources. Sources said that Mukhtar's niece has been appointed as Computer Assistant at municipal committee, Chadoora. They said that cousin brothers of this Section Officer namely Mohammad Shafi Bhat, Mohammad Iqbal Bhat and Bitta have been appointed as works supervisor, senior assistant and peon at municipal committee Ganderbal, municipal committee Chadoora and Directorate of Urban Local Bodies, Kashmir respectively. "Mukhtar has been able to appoint some of the other relatives on different positions in the municipal committees. These include Khursheed Ahmad Nandpori (works supervisor, municipal committee Baramulla), Javed Ahmad (Driver, Directorate of Urban Local Bodies, Kashmir), Shabir Ahmad Ganie (sanitary supervisor, municipal committee Khrew) and Jahangir Ahmad (peon, Directorate of Urban Local Bodies, Kashmir)," said sources. |
