JK to come up with 'Emergency Operation Centers' for natural calamities | | | Ishtiyaq Ahmad Early Times Report Srinagar, June 15: The Jammu and Kashmir government has decided to constitute two fully equipped emergency operation centers at Srinagar and Jammu to deal with the natural calamities. In a written reply in the legislative council the government has said that the Jammu and Kashmir is a multi hazard prone state vulnerable to both the natural and manmade disasters with the Kashmir valley falling in most severe seismic zone-V and the rest of the state falls in zone-IV. "But in order to deal with this, the governments focus has increased manifolds towards disaster management and the government has decided to constitute two fully equipped EOC at Srinagar and Jammu." the government said. Government said that the both the divisional commissioners have been asked to identify suitable accessible elevated land with already built up accommodation for housing EOCs for short term basis and to arrange for the trained manpower to man these EOC's by way of internal adjustment from the various state government departments. The government has said that currently the police control rooms at Divisional levels and district police control rooms at the district level are playing an important role in emergency response during the disasters. The government also said that they have approved the first-ever disaster management plan in the state in an effort to reduce the vulnerability to hazards and cope with disasters and natural calamities in a more effective manner. "In a significant decision aimed at building capacities to effectively meet furies of nature, first-ever State Disaster Management Plan (SDMP) has been approved to reduce the vulnerability to hazards and enhance human and institutional capability to cope with disasters and natural calamities in a more effective manner". The government also said that first response to any disaster has to be from district administration and all the Deputy Commissioners are under instructions to establish permanent EOC's at District levels and furnish the minimum requirements for operationalizing such DEOC's. The government has further added that two battalions of SDRF have been constituted from among the Auxiliary police who are specialized in Disaster Management and first responder in case of emergency. "Two coys of these two battalions are highly specialized and trained to be utilized as first responder during any calamity like earthquake, flood etc. They are trained in preliminary civil defense,". |
