31619 PoK refugee families residing in JK: Govt | | | Early Times Report Srinagar, June 15: The Jammu and Kashmir government on Wednesday said that a total of 31619 refugee families of POK are residing in various parts of Jammu and Srinagar provinces. The government in a written reply to the legislative Assembly said, that in the wake of partition of the country in 1947, 31619 families from POK migrated to this side of border and out of these 26319 families settled within the Jammu and Kashmir state, 5300 families opted to settle outside the state. Giving further details, the government has said that the state government intends to provide a number of facilities for the betterment of these refugees and displaced persons. "The DP's of 1947 from POK who are registered as Rural DP's were provided cash assistance of RS.1000/-per family. In order to rehabilitate them, the government vide order no 486-c of 1954 dated: 07.05.1954 provided families residing in rural areas 4 acres of abi land or 6 acres of Khushki land per units of the family irrespective of size/ strength of family." The government said. The government has further said that 680850 Kanals of EP Land and 243000 kanals of state land was allotted them including the Chhamb DP's of 1965 and 1971 and pursuant to government order no 254-c of 1965, absolute ownership in respect of state land allotted POK DP's of 1947 was granted. The government further said that the DP's of 1947, cultivating Evacuees land personally were deemed to be occupancy tenants and recorded as such under section 3-A of Agrarian Reforms Act-1976, having rights to transfer their right of occupancy/ tenancy by sale, mortgage of gift subject to the provision of Alienation of Lands Act Samvat-1995 and Tenancy Act Samvat-1980. The government has also said that the DP families who chose to settle in urban areas have been provided 1628 quarters and 793 plots in six colonies namely Bakshi Nagar, Nowshera, Udhampur, Rajori, Patoli Jammu and Natipora Srinagar. The government however has said that there were some pending demands by DP's of 1947 for making up the deficiency of land. "In order to compensate for land deficiency, the DP's were provided @ Rs. 5000/-per kanal subject to a maximum of Rs. 25000/- per family. " For this purpose an amont of Rs 4.23 crore was disbursed to 1867 families. The scale of cash compensation was subsequently enhanced to Rs. 30000/-per kanals with an overall ceiling of Rs.1.50 lac and grant of Rs 2.00 lac each to such Urban families numbering 198 in lieu of plot of land which were identified as having not be taken care of earlier. For this purpose an amount of Rs. 49 crore has been received from GOI out of which Rs 31.43 crores have been provided to 2575 families," the government said. |
