After charging exorbitant fee under RTI, FC Revenue provides misleading info

Srinagar July 6: After charging exorbitant fees from an unemployed youth, the Financial Commissioner (FC) office Revenue Srinagar has provided more than 300 pages of misleading information to an information seeker under J&K RTI Act 2009.
The Office of the Financial Commissioner (FC) Revenue was earlier caught on the wrong foot as the Public Information Officer (PIO) designated under RTI Act had forced an information seeker to pay Rs 3100 for 45- page information.
Pertinent to mention that one Sajad Hussain Pandit S/O Ali Mohammad Pandit a resident of Iskander Pora Beerwah in Budgam district had filed an application before the PIO FC Revenue office a month back. Around 2 weeks back, the information seeker was given an official letter Vide Letter No: FC (Adm-RTI) 02/2016 dated 20/6/2016. The letter read: " In continuation to this office letter No FC(Adm-RTI) 02/2016 Dated 31/05/2016 , I am to say that information demanded by you are 428 pages out of which 383 pages are of A 4 size which costs Rs 766 and rest are large size which got copied from market on large photocopier and costs Rs 3100"
"In 2000, the FC office appointed 100 patwaris who were earlier chainmen , I was also one of them. But neither we know who were shortlisted , how the selection was done.
I tried to seek all the information using my right under RTI. I was made to pay such a huge fees inspite of being an un employed person . I didn't know I will have to pay such a huge fees, but in search of justice , I paid this amount. Later on I came to know from some RTI Activists that this amount is exorbitant" said Sajad Hussain while talking to Early Times.
" Even after paying such a huge fees the FC office Revenue sent me a packet few days back and when I opened it , I was shocked to see more than 300 pages of misleading information," Sajad added.
Sajad Hussain Pandit is now planning to file 1st appeal before FC Revenue. He has appealed State Information Commission (SIC) also to intervene as PIO's continue to mislead poor RTI users.
Meanwhile J&K RTI Movement has demanded stern action against FC Office officials . " The Financial Commissioner Revenue & State Information Commission (SIC) must take action against the PIO of FC Revenue office as he has sent all the irrelevant documents to a poor RTI applicant Sajad Hussain in-spite of the fact that he was forced to pay exorbitant fees", said Dr Mushtaq Khan State Coordinator J&K RTI Movement .
