Jammu Master Plan in mess, thanks to JDA | City of Temples faces haphazard urbanization | | Early Times Report
Jammu, July 6: The misadventures of the Jammu Development Authority (JDA) have left the Master Plan 2021 for Jammu city unable to achieve the desired objectives, pushing the winter capital to haphazard urbanization. A report from the Comptroller and Auditor General (CAG) of India reveals that even though the Master Plan is in place since 2004, its implementation was awaited due to preparation of requisite sub-plans. "Audit observed that divisional, zonal and annual action plans had not been prepared. Due to non-preparation of zonal plans, none of the objectives of the Master Plan could be achieved. The report of the CAG of India for the year ended 31 March 2007 had brought out that implementation of the First Master Plan(1974-94) suffered to large extent due to non-preparation of Zonal Plans as only 1-15 percent of proposals were implemented," reads the report. "After being pointed out (October 2014) the Chief Town Planner (CTP) stated (January 2015) that the Zonal Development Plans could not be formulated due to non-availability of qualified manpower. This indicated that the Authority had not assessed/addressed its manpower requirement despite being in existence for more than 44 years," the CAG report observed. The audit also highlights the haphazard expansion of the Jammu City, which is witnessing massive urbanization. "Audit further observed that the plan for development of residential areas for catering to the housing needs of the people and checking unauthorized growth in Phase-I had not been prepared (January 2015) in spite of the fact that survey and contouring of areas was done (July 2008) through an agency at a cost of Rs 21 lakh," the report maintains. Even the mandatory periodic review of the Master Plan has not been done properly. "Rule 13 of J&K Development Rules of 1976 read with Master Plan require a periodic review of the Master Plan to be conducted every five years. Audit noticed that the Authority initiated the process of revision of the Master Plan belatedly in July 2010 and engaged (March 2011) the services of a Center for Environmental Planning and Technology University, Ahmadabad for revision of the Master Plan and preparation of Master Plan 2031 with a 10 year perspective. "The revision of the Plan was to be completed within eleven months. Though a payment of Rs 27 lakh had been made (March 2013) to the consultant, the Draft Master Plan had not been submitted (January 2-15). Further consent for preparation of Zonal Plans sought belatedly (May 2014) from the consultant was awaited (December 2014)," the report maintains. The CAG has given a dismal picture of JDA, hinting at why Jammu lags behind in proper development and urbanization. |
