NSF holds protest against VC for irregularities | "Demands intervention of CM" | |  Early Times Report
Jammu, Sept 29: National Secular Forum (NSF) today staged a noisy demonstration in front of university gate to expose the authoritarian rule and misdeeds of Jammu University's Vice Chancellor Prof Ramji Dass Sharma and urged the Chief Minister Mehbooba Mufti, who is also the Pro-Chancellor of the varsity for ordering a high-level inquiry into the regularization of three project officers against 2 posts. Addressing a gathering here today, NSF University President Rishikesh Rana alleged that Prof Ramji Dass Sharma was ruling the campus like a dictator and handing over punishment and snubbing to the innocent people while those who found involved in wrong-doings were being protected by the VC and his coteries. Rana said that three project officers were appointed in the Centre for Continuing Education and Extension (now Department of Lifelong Learning) on 'contract' basis against the two advertised posts in February 2009. All the three Project Officers were appointed on a consolidated salary of Rs 15000 per month. "They were appointed on 'contract' basis against the two sanctioned posts. Documents further revealed that after two years of service, Dr Bharati Prabhakar approached High Court of J&K and filed a writ petition (SWP) for her permanent absorption. However, Naresh Padha, the then Registrar, University of Jammu after considering the entire case of the petitioner on merit issued an order vide No. Adm/TW/2011/4355-59 dated 4-10-2011 and rejected her claim and decided to contest the case, he added. Similarly, the claim of Dr. Pallavi Sachdeva, who too had approached the court for her permanent absorption was rejected by Manoj Dhar, the then Registrar, University of Jammu vide Order dated 5-11-2014 and decided to contest the case. Dr Sandeep Singh did approach the court and no relief was given but his representation for permanent absorption was sympathetically considered in the JU 'Syndicate' vide Item no. 110.65, and it was resolved that Dr Sandeep Singh be permanently absorbed against the available post of Programme Officer (now designated as Assistant Professor) on the same analogy as has already been approved in the case of Dr. Pallavi Sachdeva and Dr. Bharti Prabhakar on the same terms and conditions in the Department of Lifelong Learning. Rana added that the new building of DDE, which was commissioned in Jan 2014 is a glaring example of the loot as the building has deteriorated to a great extent within two years of commissioning whereas the Vice-Chancellor hesitates to look into the matter and order inquiry to fix the responsibility. He revealed that plaster has loosened from various sides which indicates that poor quality cement was used applying less quantity , besides the seepage of water has almost destroyed all the walls from inside. The building was constructed at a huge cost of Rs 5 crore, he revealed. "The Vice Chancellor deliberately made the change i.e. from Statistics to Sociology for personal reasons as he wanted to avoid creation of post of Assistant Professor in Statistics. The example of violating the decision of University Council, the top decision making body of the University headed by none other than the Chancellor and the Governor has been demeaned by the Vice Chancellor soon after its minutes were released. He, disrespecting the official propriety and decorum went ahead to crush the decision of University Council, he said adding that one Prof Avtar Singh Jasrotia who is Head of Remote Sensing & GIS Department JU has been given additional charge of Director Sports and Physical Education within couple of days thus infringing the decision of Council to discourage established norms of one man one position fixed by the varsity. |
