Illegal appointees terminated, no action against accused officials

Srinagar, Oct 26: As Government terminated 133 class IV employees of Health Department who were appointed illegally many years ago in Anantnag and Kulgam district , but till date no action has been taken against the Government officials who were involved in this scam. As already reported yesterday the order for termination of service was issued on October 14th by the Civil Secretariat Health Department Civil Society actors, RTI activists have demanded that strict action be taken against the concerned Chief Medical Officers (CMO's), Block Medical Officers (BMO's) who collected lakhs of rupees during this scam. " We appeal Health Minister to arrest and recover the money from all the CMO's BMO's who are involved in this nexus" said Farooq Kuthoo Spokesman of J&K RTI Movement Pertinently early this year the administrative department had issued ambiguous and illegitimate order directing the Director of Health Kashmir to release salary in favour of around 133 employees who have been employed through backdoor means. Early Times had carried a detailed report on this issue which forced the Government to quash that order. Now all these so called employees have been sacked as matter was taken very seriously by Chief Minister herself.
Early Times had exposed the said Government order for the first time. The order read as:
"I am directed to refer your letter No: DHSK/EST/V/NG/1558 Dated 22.9.2015 regarding the subject and advise you to draw the legitimately earned unpaid wages if any in respect of 133illegal / fake appointees of district Anantnag till date".
As per details available all the 133 illegal appointees were appointed from 2008 onwards by various Chief Medical Officers (CMO), Block Medical Officers (BMO) in Anantnag and Kulgam . The officials had forged signatures of retired officers of the health department as well.
The Commissioner Secretary had taken serious note on this issue and order for release of salary was quashed in May this year and now all the 133 appointees have been terminated.
The illegal class IV appointments by way of 'fake' appointment orders were mostly made in their respective districts in connivance with the higher-ups. These appointments, according to sources, were allegedly made against illegal gratification / monetary considerations ranging between Rs 1to 5 lakh for each appointment.
Such appointments were mostly made between 2008-2010 in almost every block in Anantnag.
Some of the appointees were relatives of the district officials including CMOs, BMOs and other clerical staff. As per authentic information the service books of these fake appointees were constructed 'illegally' in hospitals in nexus with BMOs and executive staff. It is impossible to create such documents without the nod of the concerned BMO. The district officials would also transfer these employees illegally from one block to another to facilitate their employment.
The officers used to formulate the service book of the fake appointee in the new block to put lid on the wrongdoings," the sources added.
These illegal and fake appointments were mostly made in South Kashmir between 2008 and 2010 by the then CMOs. The employees were mostly engaged in Sallar, Seer, Achabal, Larnoo, Damhal Hanjipora, Qaimoo, Bijbehara, Mattan, Shangus and Dooru blocks in connivance with the concerned BMOs and dealing assistants.
"The officials in Health department have collected more than 5 crores from the illegal appointees of Anantnag and Kulgam and Government must recover this money at any cost. How can the main accused be left? They all should be arrested soon" said Balvinder Singh Convener Sangharsh RTI Movement.
