SRINAGAR, Nov 1: Civilian casualties that are taking place in some of the districts of Jammu division due to the shelling from across the border could have been avoided had the central and state governments acted on time.
In 2015, a senior minister of National Democratic Alliance (NDA) government led by Bharatiya Janta Party (BJP) announced that people living in the border areas of Jammu, Kathua and Samba districts would be shifted to safer places. The minister belonging to Jammu region said that the move would ensure that no harm whatsoever is caused to people living in the border areas.
Following this a chunk of land measuring 80 kanals was identified and it was decided that more than 300 families would be settled there. It was expected that the state government would act swiftly and transfer the land so that the people living in border areas are shifted the safer places.
However, this did not happen as the minister for revenue in the Peoples Democratic Party (PDP) and BJP government in the state sat over the file. The minister who has since then been shown the door virtually sabotaged the move to transfer the land and as such the border residents could not be shifted to safer places.
Sources told Early Times that since then the file is gathering dust and no forward movement has taken place on this front. The inability of the state government to shift the border residents to safer places has resulted into a situation where people are getting killed on frequent basis as and when the tension is increased between India and Pakistan.
"Both the PDP and BJP have played politics with people living in the border areas near Line of Control (LoC). Leaders of both these parties have exploited sentiments of the affected people and they continue to do the same. None of these parties is serious in relocation of people living in border areas and same gets reflected every now and then," said sources.
Sources said while PDP-BJP government in the state has failed the people of border areas, the BJP government at the centre has failed to follow up the case.
They said that direction issued by a union minister with regard to relocation of border residents was not paid heed to by the state government.
"The then minister for revenue paid no heed to the union minister's direction and the present revenue minister also seems not enthused in this case. Politicians continue to play politics with the poor and hapless people continuing to feel the heat.
The border residents would continue to face brunt of shelling unless and until the state as well as central governments do the needful in this regard," said sources.
Sources said that despite getting huge mandate from Jammu region in 2014 assembly election the BJP leaders including the ministers have ignored this all important humanitarian issue. The BJP leaders are not taking the issue seriously and it is due to this reason that residents of border areas continue to suffer.
