Bukhari's failed 'Evothermal' idea taxes exchequer of crores | | | Saqib Ahmad Early Times Report srinagar, Nov 1: Former Roads and Buildings Development department Minister Altaf Bukhari may have received applause when he announced that macdamization process will continue even during winters in Kashmir by using 'Evothermal' but his hyped idea has fallen flat in Kashmir. In October last year, Altaf Bukhari who was then Roads and Building Development department Minister announced that special chemical was being imported for the first time which would enable the government to continue with the macadamisation work even during the harsh winter period in Kashmir. "This technology is normally used in Europe and America. We are using it for the first time in Kashmir valley and it would enable us to continue developmental works even in harsh winters," Bukhari had said. He maintained that since the public money was involved in the works, the project is being started on trial basis in a bid to know its efficiency on ground. "We are purchasing it for 200-250 crore rupees. This year, we will see its efficiency and if it works, then we will go ahead," he had said. But the project has turned a failure with wastage of crores of rupees as this macdam was wiped off the roads after it was laid on the roads and is no more being used. "The government was wrongly guided that the technology will be beneficial, contractors as well as the Government. The government was told to use the chemical as per fixed scale and seek expert guidance to maintain required temperature of the bitumen. Even the chief engineer, briefed the then minister about the functioning of the technology but it has negative effects on the ground," a senior R&B official said. He said the incumbent minister of the department Abdul Rehman Veeri too told the officials not to make its further use in Kashmir where it has proved to be a failure. "This has already costed the department dearly and can't be done in the future," the official said. "But the government has not taken any action against those who had misguided the government that with the help of Evothermal, the roads could be macdamised in Kashmir even during harsh winters," the official said. |
