Patwari turns whistleblower, unveils murky 600 kanals 'VVIP Nandni' land deal | Will the Govt act tough? | | Syed Junaid Hashmi Early Times Report JAMMU, Nov 1: Within a day of Early Times exposing a murky land deal involving a high-profile PDP politician, a retired officer and serving officials of revenue department, more shocking details have come to the fore. Early Times has accessed a letter written by the whistleblower Patwari to the District President of Patwar Association (PA) Jammu Raman Raj Sharma. The whistleblower Patwari has talked about threat to his life and said that the PDP politician alongwith a business tycoon tried his level best to threaten and force him to dance to their tunes. He has claimed of having resisted pressure but added that his higher-ups alongwith an officer of Divisional Commissioner Office (Jammu) ensured that the title of land is not only changed but later, land is transferred to the business tycoon. According to the letter, Naib-Tehsildar JhajjarKotli Mohammed Rashid Ahmed mentally tortured, harassed, humiliated and threatened him of dire consequences if he did not bow to his dictates. The whistleblower Patwari has alleged that Naib-Tehsildar JhajjarKotli was working overnight to ensure that the land is transferred in the name of a trust which has both political and social backing across the country. The Patwari has claimed of having brought issue in the notice of Deputy Commissioner (DC) Jammu Simrandeep Singh through a representation. He further claims of having submitted the representation containing all the details of land deal on October 5, 2016 to Deputy Commissioner (DC) Jammu Simrandeep Singh. The Patwari has further said that he had submitted a similar representation to Assistant Commissioner Revenue (ACR) Sachin Dev Singh on September 27, 2016 at around 7.30 PM in the evening. He claims of having explicitly told the ACR Sachin Dev Singh about threat to his life from those involved in the land deal. He further talks about having requested the ACR to initiate action against the Naib-Tehsildar and other officials who were involved in this murky deal but adds that no action was taken against the accused officials. Since he feared for his life, he claims of having briefed even Tehsildar Dansal who advised this Patwari to meet Deputy Commissioner (DC) Jammu. The Patwari claims that he alongwith Girdawar Qanongo (GQ) and Backward Class Girdawar (BCG) met Deputy Commissioner (DC) Jammu on October 5, 2016 with a plea to initiate action against the guilty. The issue, according to the letter of Patwari, was also discussed by Tehsildar Dansal and Deputy Commissioner (DC) Jammu over phone. Later, Tehsildar Dansal Saima Sharif Khan met Deputy Commissioner (DC) Jammu and discussed the issue with him in person, claims the letter. Following this, Deputy Commissioner (DC) Jammu swung into action and constituted an inquiry committee headed by Additional Deputy Commissioner (ADC) Rifat Kohli to find out the facts. The Patwari had pleaded for cancellation of lease deed and sought action against all those involved in this murky land deal. According to the letter, a well-known trust carried out an alleged illegal act by leasing out state land measuring 589 kanals comprising of Khasra no. 794/18, 19, 21, 22, 23, 24, 25, 26, 27 and 29 (min) situated at village Janakha near Nandni Tunnel in Tehsil Dansal and District Jammu to M/S RNG and Associates. It further claims that in order to facilitate this unlawful transaction, undue favour was made by attesting intiqal in favour of the high profile trust on September 20, 2016. The Patwari alleges that he was forced to register mutation deed in favour of the trust. He further claims of having been forced by Nail-Tehsildar JhajjarKotli Naib-Tehsildar JhajjarKotli Mohammed Rashid Ahmed to issue Naqal Jamabandi and map prepared on the basis of a field book and map of the National Highway Authority of India (NHAI) on September 29, 2016. I was forced to write ownership in favour of the trust and the RNG associates by the revenue officers, claims the Patwari in his letter. He has said that the revenue records clear show that the owner of the 589 Kanals of land is state. "The ownership/milkiyat column clearly reflects the name of state. It is malik sarkar and not malik trust," the Patwari claims in his letter. He has stated that Naqal Misalhaqiyat 1979-80 Bikrami was prepared by an attached/suspended Girdawar Mohammed Asharaf on the directions of a higher revenue official, purely with intent to facilitate both change in title as well as transfer of this disputed land. The Patwari had sought an in-depth probe besides seeking registration of FIR against the accused officials. |
