HC directs Govt to provide SMAS benefits to poor girls in 'short span' | Expresses hope that SWD secy will implement schemes by taking 'personal interest' | | Early Times Report Srinagar, Nov 1: The state high court has directed Social Welfare Department (SWD) to provide benefits of state marriage assistance scheme (SMAS) to poor girls within a 'short span'. Hearing a PIL, a division bench of Justice Muzaffar Hussain Attar and Ali Mohammad Magrey also directed government through chief secretary to ensure availability of requisite funds to SWD secretary. "We hope and trust that SWD secretary will take personal interest in implementing all these schemes (SMAS and Hunnar) which deal with the human cause. The efforts shall be made to provide assistance under SMAS to all beneficiaries within a short span of time," the court said and directed the authorities concerned to file fresh compliance report while it ordered listing of the PIL in week commencing from November 28. In the latest compliance report, SWD informed the court that Rs 596.35 lakhs were sanctioned in favour of 1495 candidates. It is also stated that 951 cases have been received from various sanctioning authorities under SMAS and are under process for disbursement of financial assistance to the extent of Rs 378.60 lakhs. Under SMAS, an eligible poor girl beneficiary will be entitled to a one-time financial assistance of Rs 25,000 and five grams of gold from district social welfare officers (DSWOs), while Hunar is a skill development programme for the girls living below poverty line. The court was hearing the PIL, seeking quashing of PSA order at the pre-execution stage against one Mohammad Amin Beigh of Kulgam. Beigh-who was running a private security agency- was ordered to be detained under PSA by the Srinagar District Magistrate Srinagar on December 26, 2011 for allegedly indulging in immoral activities. |
