'Estates Department trashes rules to benefit favourite occupants | Releases payments for self purchased furniture | | Arun Singh Early Times Report Jammu, Nov 26: Ignoring rules laid for the purchase, the Estates Department released payments against the bills in favour of some occupants of Government quarters for the furniture purchased on their own without verifying the purchases and taking them on stock physically. Sources told Early Times that there were some set guidelines for the purchase of the furniture items which envisaged that furniture has to be procured by the Department itself on the demand of the occupants of Government quarters from the market by following financial rules (GFR) "The purchase of furniture or other items by the Estates Department itself ensurd that the demand forwared by the occupants is genuine one but astonishingly in some cases the furniture worth lakhs was purchased by the occupants themselves and the bills of the same were submitted with the Department," they informed further adding that the Department released their payments that too without ascertaining the actual existence of such furniture items in their quarters. They further said that the payment in some cases to the amount of over Rs 1 lakh was released by the Department for the furniture procured by the occupants at their own. Besides, Estates Department procured furniture items such as beds, sofa sets, wooden showcases, dining tables etc. worth Rs 78 lakhs from the open market without ascertaining the reasonability of rates by way of invitation of tenders etc. "Out of the total procurement of purchase of furniture, the Estate Department Jammu purchased furniture items worth Rs 65 lakh during the period 2010 to 2015," they maintained. |
