Books worth Rs 2 Cr rotting in JKBOSE stores | Books meant for non-functional open schools! | | Akshay Azad Early Times Report Jammu, Nov 26: Despite having unenviable distinction of having one of the high dropout rates in schools, the state has failed to make functional the Open schools but books to the tune of nearly 2 Crores are reportedly rotting in the stores of Jammu and Kashmir Board of School Education (JKBOSE) for the last few years. According to the documents furnished by JKBOSE authorities in response to an RTI application, it has been maintained that books to the tune of Rs. 96,48000 were given to State Open School at Rehari Jammu and Lal Mandi Srinagar on 17/2/2010. Besides freight amount consignment to the tune of Rs. 3.95 Lakhs was also given by JKBOSE. But sources in JKBOSE informed Early Times that the purchase bill furnished by JKBOSE, was just a tip of an iceberg but actually books to the tunes of nearly Rs. 2 Crores were given by National Institute of Open School (NIOS) an autonomous Institute under Ministry of Human Resource Development to JKBOSE for open schooling but JKBOSE had failed to make the open schooling scheme functional. He further said that the books were given to JKBOSE in the year 2010 and in the year 2014, Jammu and Kashmir had recorded highest dropout rate of students in secondary level. According to 40th Project Approval Board (PAB) of the RMSA (Rashtriya Madhyamik Shiksha Abhiyan), government had painted a gloomy picture of secondary education in Jammu and Kashmir. The data had revealed that the dropout rate at state level in JK from class 10th to 12th was 25.33 percent which was very high. Though the concept of Open Schools was started by Ministry of Human Resource Management, with an aim to provide education to rural areas besides to provide education to drop out students but in Jammu and Kashmir, it had so far failed to work properly, which was also evident from the thousands of books, presently rooting in stores of JKBOSE. Moreover, as per reply to RTI application, for the year 2014-15, a total of 912 textbook sets and for year 2015-16, a total of 963 textbook sets were distributed by Jammu and Kashmir State Open School to various government accredited study centers of Jammu and Kashmir. An official of JKBOSE said that the books were given by Union government for open schools but there was very low admission rate in open schools due to which, the scheme didn't work properly, due to which books were rotting in stores. |
