Terrorism dominates Shanghai conference in China

Terrorism and its continued threat to peace dominated the
Shanghai Cooperation Organisation (SCO) and India was the first nation to attract the attention of foreign ministers about the menace of terrorist activities. Though Pakistan Foreign Minister raised the issue of global terrorism and protectionism but his sermon misfired when India's External Affairs Minister, Sushma Swaraj held a veiled attack on Pakistan for promoting terrorism. India has said that terrorism is an enemy of the basic human rights and the fight against it should also identify States that "encourage, support and finance" the menace and "provide sanctuary" to terror groups. External Affairs Minister Sushma Swaraj, during her address at the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers meeting also attended by Pakistan Foreign Minister Khawaja Muhammad Asif, raised the issue of global terrorism and protectionism.There are a number of challenges that are being faced by the world today, foremost being the threat of global terrorism and the imminent need to build a strong security architecture to combat it, the Minister said. "Terrorism is an enemy of the basic human rights: of life, peace and prosperity,". Swaraj said. The criminal terrorist militias are not impeded by borders as they seek to destroy the architecture of international stability and build walls of fear in societies that believe in pluralism, she said. "We strongly believe that our fight against terrorism should not only seek to eliminate terrorists but should also identify and take strong measures against those nations that provide moral, material and diplomatic support to terror groups. In fact those countries that provide economic and military aid to those countries that provide safe haven for terrorists such financial and military support needs to be suspended. Maiming and killing innocent lives indiscriminately, constitutes the most blatant violation of human rights, she said."We have to work together to wipe-out this scourge from the face of the earth. In order to realise this objective, we must unite across our differences, strengthen our resolve and script an effective strategy against terror. We welcome the clarity shown by the SCO on terrorism from its inception. India also urgently resolves to establish Comprehensive Convention on International Terrorism that India proposed more than two decades ago in the United Nations. We are determined to consistently strengthen cooperation within the SCO framework for comprehensive, cooperative and sustainable security," the Minister said. Trying to blame Pakistan for exporting terror to India and to Afghanistan India has established cordial ties with those countries which are with India in its war against terror. In fact Pakistan will stop exporting terror if it is advised by China which has many stakes in Pakistan.Pakistan naturally banks on huge economic and military aid from China and once Beijing voices annoyance over the rise of terrorism and Pakistan's support to terrorist groups Islamabad may become wise enough to initiate action against terrorism. Despite the fact that besides the UN, the US and other super powers have suggested to Pakistan to initiate action against terror groups Islamabad seems to be unmoved because of the tacit support from China. In fact Pakistan has become a safe haven for terror groups which does not export terror only to India,including Jammu and Kashmir but to Afghanistan. Though these terror groups have wrecked infrastructure in Pakistan by bomb attacks on mosques, hotels and crowded places besides the Army units Islamabad is afraid of these terror groups and Pakistan feels that any action against these groups could prove counter productive and trigger violence wi thin the nation.
