Jammu, Apr 25: Instead of creating posts for newly established hospitals, the state government has directed the Health department to run such institutions on internal arrangement basis. Sources informed Early Times that there is acute shortage of manpower in 40-beded hospital at Kashmiri migrants colony, Jagti, Nagrota. The Health department had submitted a proposal to Finance department vide order no. HD/Plan/79/2015, dated 20-10-2015, for creation of 53 posts in various disciplines to the hospital. Astoundingly, the Finance department asked the Health department vide U.O no. A/132(2002)-1073, dated 06-01-2016, to consider providing of health care facilities through internal arrangement basis. "It clearly indicates that current government has failed to provide attention to the hospital which exclusively caters to the migrants," said a migrant Kashmiri. Despite aware of severe shortage of Consultants, Medical Officers, nursing and para-medical staff, the department is not in a position to deploy staff to these hospitals on temporary basis by internal adjustment. "Withdrawing staff from other institutions to run these hospitals on internal adjustment would raise public outcry in the affected areas. The Health department again urged the government that there is an urgent need of creation of staff for the hospitals as the building for the said hospital stands constructed and machinery and equipment worth Rs 3 crore stands already sanctioned half of which has already been spent", sources said, adding that the Health department resubmitted proposal to the Finance department for approval/concurrence for the creation of posts for the 40-bedded hospital. Chief Medical Officer, Jammu, Dr. Sanjay Turki said that Director health Services Jammu as well as Planning department work on creating new posts to the hospital. At present, he said, five Medical Officers and 21 paramedical staff have been deputed to that hospital on internal arrangement. |
