Jammu, May 22: An influential teacher has been deputed as Assistant Tourist Officer in the Tourism Department while ignoring the candidates selected by the SSRB for the job.
Reliable sources in Tourism Department informed Early Times that Iftikhar Sanjjar, a teacher of Kashmir division has been deputed to Directorate of Tourism J&K vide General Administration Department's order (No: 1156-GAD of 2017, dated:12-09-2017).
The said teacher was deputed to the Tourism Department when Chief Minister was holding the charge of Ministry of Tourism.
Interestingly, the SSRB released selection list of ATOs in August 2017. But instead of allowing the ATOs to join the service, the government issued an order in September 2017 in which the teacher in question was deputed to the Tourism Department as an ATO for a period of one year subject to the condition that he retains his lien seniority and promotion prospects in his parent department.
The order of the teacher's deputation was issued by Commissioner Secretary to the Government Khurshid Ahmad. Interestingly, none other than Chief Minister Mehbooba Mufti is holding the GAD portfolio and the order is supposed to have been issued with her consent.
However, it omits the routine one-liner: that the order "is being issued in the interest of administration".
"The state's tourism industry is in decline. Appointing a non-professional as ATO would have been acceptable if the department had no professional candidates. But nowadays the state has a large army of professional candidates in every field, but still the old practice continues," sources said.
A technician of Agriculture department was deputed as ATO, with qualification as Bachelor's in Agriculture. He was confirmed by this government in 2016 as ATO in Tourism Department because the technician is the son of a legislator.
In case of the teacher's deputation as ATO, though his parent department has acute shortage of human resource and many government schools across state are still running with one teacher, the government has bend the rules to adjust their favourite.
In the recent past, many orders were issued by successive governments to announce that they have banned attachments and deputation of teachers to other departments. But that order is not implemented in case of adjustment of kin of legislators and bureaucrats, said sources.
Commissioner Secretary GAD and Secretary School Education were not available for comments.
