| At last the state Government decided to revise the pension/ family pension of the retired state employees vide Finance Department under number OM No: A/Misc (2008)- temp-1236 Dated 14-06-2018 for Rationalization of Pension structure for Pre- 01-01-2016 Pensioners/ Family pensioners. The Government adopts Formulation 11 of this order for which the formal pension revision authorization is to be issued by the Accountant General (A&E). To facilitate the Accountant General the Finance Department has laid down the guidelines by sending these individual cases through the Head Office where the pensioner retired and the Pensioner is advised to submit requisite information by filling the specific form which carries the entire that information which the PPO has. Now the practical implementation of these guidelines by the concerned Pensioner/ Family Pensioner is to be analyzed. Mostly the Pensioner/ Family Pensioners are between 70 years and 80 years of age who will have to tremble for it. If an employee attained superannuation in Doda- Kishtwar- Poonchh- Dharmari- Bani Basohli- Leh or Kargil offices and now residing in Jammu or outside state has to travel all along to those office. He/ she are to manage stay there and ensure submission of documents to that office only. The Photostat copies duly attested are eligible for submission. This all not only physical stretches these old age bodies carrying multiple ailments or shortcomings to fitness. These Pensioners are to fatigue physically, stressed mentally and draining out financially too. One can argue by asking to send these documents by post to these offices which the guidelines doesn't permit even if it is asked is not practicable to provide pension to the pensioners in time. The Pensioner has practically no role or those Head Offices to do as they have submitted the pension cases which are settled and are with the concerned treasuries / sub-Treasuries and Bank Pension counters. These offices can send these documents in the formation laid by the department. Pensioners are well in touch with these offices while drawing their pensions. Why the Finance department involved pensioners to submit those forms filled in along the attested PPOs? Only the one reason struck to the pensioners that the department tried to save its expenditure due to incur on forms, Photostat copies of PPOs and time of their staff on a work which has no return in it. Let's take that the department tried to save the government money that is public tax paid exchequer. But has not considered while thinking, if so, that the Pensioners are being compelled to spend much more then the government may on individual case spend for it. Why not a middle path taken for it? The Government submits each case with the requisite form filled in by the concerned Treasuries/ Sub-Treasuries and Bank pension counters to the Accountant General and to recover expenditure on this transmission of documents let's assume Rupees one hundred is once credited to the pensioners account. This can relieve the old age pensioner men/ women from agony and the government also not to extra spends on the pensioners. The Senior Citizens are being considered as the most honourable part of the society and the Central Government time and again starting one or other program for its care. This state is also a part of the Indian Union and now being governed by the Honourable Governor who believes in quick decisions and to consider the neediest rescue. Can the Pensioners/ Family Pensioners expect that this Governor rule will come out for their rescue ensuring implementation of this Rationalization of Pension structure to the concerned pensioners? Society to sit cross their fingers to see what the difference earlier governing and present governing has for the Senior Citizens. |
