Irregularities in implementation deprive beneficiaries of benefits | ULB Deptt fails BSUP scheme | | Early Times Report Jammu, July 8: For rehabilitation of urban poor families, the Central Government had approved a Centrally Sponsored Scheme "Basic Services to Urban Poor" for construction of dwelling units at many locations in the State but non-conducting of proper surveys and preparation of faulty estimates deprived the beneficiaries of the benefits. Sources told Early Times that a proposal for construction of 600 dwelling units at four different locations in the state under the Centrally Sponsored Scheme "Basic Services to Urban Poor" under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was approved by the Government of India for implementation by the Municipal Corporations. Besides, the dwelling areas have to be provided with allied works such as water supply, sewerage system, road connectivity, drainage system, land acquisition, development of land and community toilets, they informed. "The works at an estimated cost of Rs 22 crore including Rs 17 crore for construction of dwelling units and Rs 4 crore for allied works at three locations were to be completed within 12 and 18 months which in fact could not be completed within stipulated time period," they said further adding that the project was to be funded by the Central Government and State Government in the ratio of 90:10. Funds of Rs 10 Cr (Center Rs 9 Cr, State Rs 1 Cr) were received by the Corporations under the scheme during the period 2010 to 2015," they said. They further maintained that the project at some locations comprising over two hundred dwelling units and allied works could not be started due to non-conducting of proper surveys and preparation of faulty estimates thereby resulting in denial of benefits to the beneficiaries. |
