Akshay Azad Early Times Report Jammu, Oct 10: The Chief Education Officer (CEO) Kathua has devised new methods to defeat the order of the Director School Education (DSE) putting all transfers on hold. The CEO instead of using the word 'transfer' in the orders, mentions 'utilization of services', allegedly for rehabilitating the teacher to a particular school. For example, vide order number CEOK/43607-10, dated 6/10/2016, the CEO has asked Darvinder Singh, teacher Government Middle School Ramnagar Zone Lakhanpur, to report to the Head Master Government High School Govindsar in order to teach Maths on need basis till academic session 2016-17. Moreover, the last line of order reads: "Further the order issued vide this office number CEOK/43199-201 dated 4/10/2016, shall be treated as cancelled". "It is still unclear as what was the order of October 4, which is cancelled by CEO Kathua and if it was also a transfer order, it was also violation of order of DSE, restricting transfers", a teacher said. Pertinently, the DSE Jammu vide order number DSEJ/Gen/37353-375 dated 21/09/2016 had communicated to all CEOs not to effect any transfer/medication henceforth. But the CEO office Kathua is learnt to be defiant and has been effecting transfers. Sources said the school teachers were supposed to teach all subjects but Darvinder Singh has been transferred to teach only Maths, which was very surprising. "The CEO office has been effecting transfers besides doing modification of transfer orders but none has been taking cognizance of such violation of DSE orders", a teacher said, alleging that two clerical staff members in CEO office Kathua were the kingpins, who have been doing all these activities, in return of pecuniary benefits. "These clerical staff members have been stationed in CEO office for the last many years and are prone to transfers. They are mastermind of all the wrongs committed in CEO office but higher authorities remained mum over the issue", the teacher alleged. |
