Solar lights lit houses of influential, deserving left out | | | Bashir Assad
Jammu, Jan 6: Like all other centrally sponsored schemes, the benefits of solar lights being provided by Science and Technology department under centrally sponsored scheme at fifty percent subsidy, does not reach to the deserving in Jammu and Kashmir. The central government has been implementing a scheme on distribution of solar lanterns in the un-electrified villages and hamlets of the special category States including Jammu and Kashmir under which these solar lights are made to the beneficiaries at subsidized rates. However, as has been the case with many other poverty alleviation schemes, the benefits of this scheme do not reach to the deserving due to its faulty implementation. If the complainants were to be believed, the scheme is being implemented in the state by the Science and Technology Department while as it is actually a scheme under Union Ministry of New and Renewable Energy. The fault anyways lies in its implementation. It is very strange that the beneficiaries are actually identified on the recommendations of the legislators who usually accommodate their blue-eyed at the cost of poor and deserving. The recommendations are compiled by legislators in connivance (which in no way could be termed as consultations) with the local Panches and sarpanches. Instead of properly implementing the scheme on ground level, the legislators and the panches and sarpanches hijack it and use it to their advantage. While as deserving and needy people are deprived, influential persons were taking benefits of such schemes. "Although corruption has crossed all limits in this state, remotest areas are worst affected due to this menace", they observed and added that due to lack of transparency and accountability, political workers of a particular party were pocketing funds meant for the upliftment and development of the poor people" PDP leader and MLC. |
