Swindles Rs 2 cr, probe progresses at snail's pace
Over 500 women duped by JWCC bank

Jammu, Jan 6: Around 500 women from Jammu have been allegedly duped by the Jammu Women Credit Cooperative Bank renamed as "Jammu Women Credit Cooperative Ltd. The bank is governed by the Cooperative Department of Government of Jammu and Kashmir. The officials of the said cooperative society not only befool these innocent women's but also decamped with their hard earn money amounting to approximately over Rs. 2 crore.
As per the details available with "Early Times" The Chairperson of the "Jammu Women Credit Cooperative Ltd" namely Kailash Kumari duped these women on the pretext of providing them jobs with minimum salary of at least Rs. 25000 in the banking sector in lieu of payment ranging between Rs. 50000 to 2 lacs.
However, no jobs were provided to them. Some women who joined the society have also been asked to seek at least fifty members. Acting on the direction of the Chairperson of the society, some women even got 50 and 100 members but all those women aspirants who launch the membership drive on the direction of the chairperson Kailash Kumari find themselves in the eye of storm.
The chairperson having a senior Congress Minister in Union Government at her back has refused to return back the money. The concerned Minister also seems reluctant to take action. The victims approached him who directed the SSP Crime on 27/8/2013 to look into the complaint and directed the SSP crime to initiate appropriate action in the light of the application filed by the husband of one of the victim namely Kamal Singh, resident of Gajansoo who in his application claimed that his wife is the member of the said society and allege that the Chairperson Kailash Kumari demanded Rs. 1.50 lacs as a bribe from him for a suitable post in the proposed bank in presence of so many members of the society and did not appoint her.
He in his complaint alleged that the chairperson had fraudulently prepared fake qualification certificates of some employees appointed by her in the society which include Nelaam, Rani, Shashi, Preeti and others.
In support of his allegation, various complainants also submitted the fake qualification certificate and the copy of few of them is also available with "Early Times" wherein one Rano Devi daughter of Babu Ram was shown having passed 10th class examination under Roll No: 205046 under Registration No: 96N-JRM-107453 in the year June 2005, but the matter of concern is that the said Rano Devi has never passed the said examination and the Date of Birth mentioned in Marks card of the beneficiary (Rano Devi) has been shown as 10-04-1989. Beside the father's name written in marks card differs from the name on certificate of eligibility.
Moreover the date of Birth written on the diploma of the 10th class has been shown as 01-01-72; thus clearly vindicating the stand of the victim's husband who filed the complaint against the erring chairperson.
But it was the Register Jammu and Kashmir Cooperative Societies, J&K, Jammu Sudarshan Kumar (IAS) who constituted a two member committee wide order No: 10-B&F of 2013 dated 06-03-2013 wherein the Register appointed Udham Dass, Deputy Register (Agri), Cooperative Society Jammu and Ravinder Suri Jr. Auditor in the office of District Audit officer, Cooperative Societies Jammu as inquiry officer, but even the fate of the inquiry is not known till date even after 10 months since the Register Cooperative Societies, J&K, Jammu order for inquiry of the same.
The height of the matter is that the said chairperson in order to muzzle the voices of the victims, ordered the appointment of few of them on monthly salary of merely Rs. 300, 500, 700 and 1000 subjected to the condition of fulfillment of achievement of target of 100 memberships, one such order wide order No: 1717-29 dated 25-01-2012 was issued on the name of Geeta Devi wife of Paramjeet Kumar resident of Sidhran resident of R.S Pura where in the victim has been appointed for the period of one year on monthly remuneration of Rs. 500 subjected to the terms and conditions to be notified separately which is in gross violation of labor laws set by the Government wherein Government has fixed monthly charges not less than Rs. 4500 per month.
While talking to the "Early Times", some victims complained that they were duped by this politically influential chairperson of the society. They said that despite several protests and complaints against the erring chairperson, both the Minister as well as the Government of Jammu and Kashmir turned blind eye towards their issue. They urge upon the Chief Minister Omar Abdullah and Cooperative Minister Manohar Lal Sharma to look into their matter and prayed upon them to take stern action against the Kailash Kumari, beside return them the money back which was fraudulently taken by the accuse chairperson and her man.
