Vested interests sabotage insulation of neutral conductors | PDD fails Omar in curbing Power theft, T&D losses | | Avinash Azad Jammu, Jan 6: The Power Development Department has miserably failed Chief Minister Omar Abdullah who was under pressure from the Planning Commission of India to take SOS measures to plug T&D losses and power pilferage in the state. PDD has failed to insulate neutral conductor, remedial step suggested by SERC to prevent power theft. Sources informed Early Times that the State Electricity Regulatory Commission (SERC) in its recommendations had asked PDD for providing insulated cable as neutral conductor in all LT networks to prevent illegal hooking. "As per the direction issued by the SERC, the insulted cable was to be placed in phase manner two years back. But, paradoxically same is yet to materialize", said a retired Engineer, pleading anonymity. He alleged that same was not being done due to the vested interests. "In early stage when PDD was asked to do the same, there was shortage of funds. Latter the proposal was brought under Restructured Accelerated Power Development and Reforms Programme (RAPDRP)", he said. Recently the department has floated tenders for providing insulated cable as neutral conductor in all LT network. "The receiving stations and sub-stations are ill maintained and not adequately staffed. There is a long list of things that could be improved under APDRP to reduce T&D losses", said adding that the state has taken more than ten years to start implementing (nationally accepted) basic Power Sector Reforms as recommended by Central Electricity Authority (CEA) to streamline its power generation, transmission, distribution and revenue realization utilities. The distribution network at all levels of 33kv, 11kv are still seen with loose hanging conductor, tilted poles, loose jumpers, live creepers almost touching 33kv /11kv/440-220volt lines even along the city main roads and streets not to talk of rural areas. |
