TSO directly promoted as incharge AD Takes favourite Junior Assistant along 10/3/2014 10:58:21 PM Mohd Irfan Jammu, Oct 3: Influential TSO Sungri-Chasana of the department of CAPD Deptt has been promoted as AD Trade and store despite being involved in vigilance case during his previous posting and the mandatory Vigilance clearance has been ignored reportedly due to affiliations of the erring official. His influence in the department can be gauged from the fact that the tainted AD takes his favorite Junior Assistant namely Pawan Singh where ever he get posted. "Tainted official became in charge AD due to close proximity with EX-Director CAPD who is presently secretary information technology. Sources privy to CAPD divulge that this official is just a matriculate and unable to handle official correspondence and Pawan Singh, junior assistant drafts letters on his behalf. "Not only the junior assistant, he manages postings of his blue eyed at all important places within the department and then they together rule the roost", said an official of the department. As per norms, it is mandatory upon the officials to first serve as a chief inspector before becoming in charge AD but in his case, the rule were compromised blatantly. "Ghar Singh become in charge AD during the year 2011. At that time he was TSO", Sources said, adding, department had vacancies for the post of AD ,so Ex-Director CAPD availed this opportunity to elevate his Blue eyed Ghar Singh as in charge AD following which one kaka Ram who is also senior most TSO raised hue and cry sensing trouble, EX-Director posted kaka ram at kathua in order to keep his mouth shut.
