PM's directive to State Govt for rehabilitation of flood affected people falls flat | Instead of Rs 1100 crores State Govt 'sanctions' Rs 400 crores | | Jehangir Rashid SRINAGAR, Oct 3: Minister of State (MoS) for Home, Sajad Ahmad Kichloo today dropped a bombshell by saying that state government has sanctioned an amount of Rs. 200 crores each for the flood affected people of Kashmir and Jammu divisions as part of the rehabilitation programme. The announcement by MoS Home added insult to the injury of the people since the losses suffered by the people on different counts due to flood is estimated to be Rs 1,00,000 crores in Kashmir region alone. Kichloo has also undermined the importance of Prime Minister, Narendra Modi who had asked the state Government to utilize the funds lying unspent in the Disaster Management Account. After his aerial visit to the flood affected areas of state Prime Minister had on September 7 asked chief minister Omar Abdullah to immediately use Rs. 1100 crores that are in the Disaster Management Fund for the relief and rehabilitation of the flood affected people. Omar is yet to listen to this 'directive' and as such the flood affected people continue to suffer. Kichloo's today's announcement has virtually ensured a bail out for the state government and one cannot rule out the bungling in the rehabilitation package for the flood affected people. Going by his statement it is clear that the state government would spend Rs. 400 crores for the flood affected people in state while hoping that nobody asks them about the remaining amount that is there in the Disaster Management Fund. The MoS Home assured the families affected by recent flood fury in various parts of Kishtwar district of immediate relief and rehabilitation under a special package. He said this while chairing a meeting of district officers held to assess the loss suffered due to devastating floods that hit the state last month. The minister said that CM has already sanctioned Rs. 200 crore each to Kashmir and Jammu divisions for immediate relief and rehabilitation of those districts affected by recent floods. He claimed that state government has prepared a Memorandum of Losses, which after the approval of the Cabinet, shall be sent to Government of India for release of funds to fully rehabilitate the flood sufferers. The minister has virtually deceived the people by saying that the Memorandum of Losses is almost complete. Reports from the ground said that the assessment teams have not completed their job and it would take many more days for them to complete the process of assessment of losses. Kichloo said that four villages of Chanjer in Marwah, Anjana in Nagseni, Ongai in Atholi and Chatroo have been severely damaged in the floods and a large number of families have been rendered homeless. He was informed that an amount of Rs. 10.08 crore has so far been released to DC Kishtwar for temporary restoration and payment of relief to the affected families and the Divisional Administration had been requested to visit the affected areas and release additional Rs. 13.02 crore for rehabilitation and compensation of those people who have lost everything to the flood fury. It would be in place to mention here that state government has already come in for severe criticism for its delay in rehabilitation of flood affected people. The people at helm are yet to draw a rehabilitation plan and this has come in for condemnation from the masses especially those who have been rendered homeless. |
