PDP-BJP alliance could promote regional balance | | | Though ideologically the PDP and the BJP differ on many issues concerning the state of Jammu and Kahsmir political pundits opine that a coalition Government between the two could prove highly beneficial for the people of this border state.And reports indicate that senior leaders of the PDP and the BJP do have the same idea and with the same goal in mind the two are trying to find a way for forging an alliance for the formation of the Government. Having lost power in the just-concluded assembly election, Omar has been taking pot shots at his opponents, PDP patron Mufti Mohammad Sayeed, whose party with 28 seats in the 87-member legislative assembly has emerged as the single largest party, followed by the BJP with 25 seats.The National Conference's monopoly in Jammu and Kashmir was broken in 2002 when for the first time it failed to return with a majority, having got 27 seats (17 short of the majority).While the PDP and the Congress were (then) engaged in talks for a coalition, Farooq Abdullah refused to serve as caretaker chief minister, forcing the imposition of Governor's rule for a fortnight until the Mufti-led PDP-Congress coalition was installed on November 2, 2002. Omar, whose party in the 2014 elections returned with 15 seats, chose to emulate his father (recovering in London after a kidney transplant). Omar, though defeated and out of the reckoning, has been busy sniping at Mufti and his PDP. His so-called offer of support to the PDP (to keep away the BJP) is nothing but a political stunt, intended to add to the PDP's discomfiture (in the Muslim-majority Kashmir valley) in befriending the ideologically contrasting BJP. Yes,the PDP has its problem which has caused the delay on its part to cobble an alliance with the BJP. Since the PDP is valley centric,which has been evidenced by the poll results in which it won 25 out of 28 seats from the valley and three from the region of Jammu,the Muftis do not want to take a step that could lead to rapid erosion in the PDP base in the valley. Already the separatists have cautioned the Mufti Mohd.Sayeed against forging an alliance with the BJP for the formation of the Government in Jammu and Kashmir. The BJP too seems to be on a weak wicket while trying to frame an alliance with the PDP.While the voters in the valley rejected the BJP totally and voted for the PDP those in the region of Jammu rejected the Congress,the NC and the PDP and voted for the BJP.In case the BJP, as a section in the Sangh parivaar believes, forges an alliance with the PDP it could lead to erosion in the vote bank of the BJP in the Jammu province. There are inherent differences on issues including Article 370,AFSPA and the plan for granting citizenship rights to the West Pakistan refugees.But the coalition between the PDP and the BJP could reduce the level of regional imbalance. It could promote regional balance and communal amity in the state. How ? The Council of Ministers could have a sizeable number of people from the region of Jammu and most of them Hindus.And those from the PDP could be a large number of Muslims. For the sake of argument if the state has a 20-member Council of Ministers one can expect between 8 and 9 ministers from the Jammu province. There are other issues that are to be settled.While the BJP is for a rotational chief Minister the PDP wants Mufti Sayeed to head the Government for full six years.With this scenario available in the state there is need for the two to opt for a policy of give and take.The two can agree on keeping the issue pertaining to Article 370,AFSPA and west Pakistan refugees under the carpet.Let the BJP agree on having a Deputy Chief Minister from the BJP for the first three years and then a BJP man could replace the Mufti as Chief Minister.In fact the Mufti has to make a hard decision but let him gamble because a PDP-BJP Government could ensure speedy development.The Modi led Government has to provide liberal financial assistance to the state so that people realize the benefit of various development projects which could include setting up power plants for tackling energy crisis.Let the two make a new beginning by carrying out an experiment based on urge for doing something good for the people of the state. |
