| SMVDU flouted UGC norms with impunity | | Ineligible appointed as Associate Professors | | Avinash Azad

JAMMU, Jan 19: In yet another instance of adjustment of blue eyed in violation of laid norms by University Grant Commission (UGC) and the university statutes, Prof RNK Bamezai the then Vice Chancellor of Shri Mata Vaishno Devi University (SMVDU) had appointed two ineligible persons as Associate Professors.
Sources informed Early Times that in June 2011, two candidates were selected as Associate Professors without Ph.D, by the Selection Committee chaired by the Vice-Chancellor Prof. RNK Bamezai in violation of UGC guidelines. "Prof. RNK Bamezai the then VC, who is facing SVO probe for misuse of official chair in various acts of commission and omission" they claimed.
"Though there was only one sanctioned vacant post of Professor/Associate Professor in SALD at that time, selection of Aditya Kumar Singh was made corresponding to non-existent and non-sanctioned post", they added.
The sources alleged that as per record there were only two sanctioned posts of Professor Associate/ Professor in SALD at that time and one was already occupied by CL Razdan as Professor. "Razdan, simply a graduate in Architecture was allowed to draw full pay in regular Professor's grade (Rs 18400-22400) from SMVDU", they added.
"The selection of both said Associate Professors through direct recruitment were in violation of UGC regulations on minimum qualifications for appointment of teachers and other academic staff. The UGC Regulations make the Ph.D. Degree a mandatory qualification for all candidates to be appointed as Associate Professor through direct recruitment" they informed further.
They further revealed that short-listing of both candidates was again done by as one- man committee constituted by Prof. RNK Bamezai, comprising of CL Razdan, who was VC's close associate.
Surprisingly, Aditya Kumar Singh's past antecedents and character were also not verified by the University Authorities before offering him post of Associate Professor. His illegal recruitment in violation of rules is sub-judice before the JK High Court since 2012 well before he could be adjusted against substantive post i.e. during the time he was on probation period of his service in University in the middle of year 2012.
SMVD University Statutes provide that qualifications for all Teaching positions shall be as prescribed by the University Grants Commission from time to time. University Statute 21(3) further makes it amply clear that recommendations of the Selection Committee shall also be subject to UGC regulations issued from time to time.
Acknowledging that the Associate Professor was appointed without PhD, Registrar SMVDU Ajay Khajuria said that for Architecture, PhD is not required. "The degree is desirable not mandatory", he added. |
