For over two decades, a KP widow moving from pillar to post seeking 'relief'

Jammu, Jan 19: A Kashmiri Pandit widow, originally hailing from Habba Kadal Srinagar has been running from pillar to post for the last two decades to claim her monthly relief which has been withheld for unknown reasons by the office of Relief Commissioner (Migrants) Jammu. A close relative of the widow has now sought the details under RTI but she still has not got the justice as the State Information Commission (SIC) has advised her to move the appropriate forum.
Details available with Early Times reveal that one Vijay Kumar Raina R/o Talab Tillo, Bohri, Jammu moved an application dated 28-05-2014 before the Public Information Officer, Relief Commissioner (Migrant), Canal Road, Jammu under Jammu & Kashmir Right to Information Act, 2009 wherein he sought to know why the admissible relief to Kashmiri Pandit widow Kanta Kaul W/o Late S.K. Kaul was discontinued.
The Public Information Officer vide office letter no. RRCM/PIO/RTI/14/217 dated 26-06-2014 furnished the information to the information seeker as received from the concerned Zonal Officer, Relief Organization (M), Zone Ghomanasa, Jammu. The concerned section informed the Public Information Officer that as per records available in the office, Kanta Kaul W/o Late S.K. Kaul R/o Habba Kadal Sheshyar, Srinagar was drawing cash assistance up to ending 7/1991 and the migrant has not come to the office since 8/1991 and is placed in turnout category. Feeling aggrieved of the aforesaid order, the appellant preferred 1st appeal dated 08-07-2014 before the 1st Appellate Authority/Relief and Rehabilitation Commissioner (M), Jammu which was disposed off vide order no. Diss/RTI/FAA/14/340-41 dated 11-08-2014 with an observation that the information sought by the information seeker had been provided to him by the PIO vide office letter no. RRCM/PIO/RTI/14/217 dated 26-06-2014. Feeling aggrieved of the aforesaid order, the appellant filed 2nd appeal dated 11-11-2014 before the Commission.
"The perusal of the RTI application and the appeal filed by the appellant clearly shows that it is a matter which pertains to redressal of a grievance for stoppage of relief in favour of Kanta Kaul W/o Lt. S.K. Kaul R/o Habba Kadal Sheshyar, Srinagar which does not fall within the purview of J&K Right to Information Act, 2009. The information as available in the office record stands already furnished to the information seeker by the Public Information Officer and as such no further direction in matter is required. The appellant is advised to approach the appropriate forum for redressal of his grievance if any" says the SIC order. Pertinent to mention that the lady has been knocking doors of all the forums for last two decades, but to no avail. The widow has now appealed to Governor N N Vohra for his intervention.
