Early Times Report
Jammu, Feb 27 : Coming down heavily on the Archeological Department over the spate of large scale violations of Ancient Monuments Act in Jammu Division in connivance with the government functionaries, the activists of State legal Aid Committee(SLAC) staged a vociferous protest demonstration in front of the office of the Superintendent, Archeological Survey of India at Gandhi Nagar. According to press release, expressing anguish over the contemptuous mockery of the act Thakur Virender Singh, an activist of the committee revealed to the media that almost every district in Jammu Division is enriched with Ancient monuments and sites of historical importance which are reminiscent of Dogra glory, heritage and culture. The Archeological department of J&K receives huge grants from ASI for their restoration and preservation but to the dismay these funds are not utilized judiciously and many a times there have been reports of misappropriation and embezzlement of funds by the entrusted officials. "Within the purview of the Act, the area from the protected limit of the monument/site extending to a distance of 100 meters in all directions is declared as 'prohibited area' and further distance of 200 meters from the prohibited area is declared as 'regulated area' thereby making these provisions mandatory on prohibition and regulation of construction, repair, renovation and mining activities around these defined areas," he added. He disclosed that the provisions of the Ancient monument Act are being brazenly violated with impunity and dozens of structures have come up during the last 3-4 years in utter disregard of the Act. Huge constructions of commercial and residential houses including repairs, renovations, additions, alterations of existing commercial centers and residential houses have been made by the people including the blue eyed elites, businessmen and politicians.
He maintained that there are several people who have raised constructions in violation of the Act but no proceedings have been initiated against them by the concerned authorities.
The illegal constructions are being erected by the delinquents in connivance with Tehsil and District administration and large amount of booty has exchanged hands in the process. Moreover, people have been heard openly admitting that they have paid huge amounts of graft for raising such constructions and all the erring officials including those of ASI have colluded in the transgression.
He lamented that amid the loud pronouncements on elimination of corruption in the country from every quarter, the concerned authorities are freely indulging in illegal bargains and law is openly bought and sold without any fear. He asserted that the issue being of serious nature needs to be taken due cognizance and the perpetrators of the crime should be dealt stringently under the provisions of the law.
