Child labour continues unabated in Kathua brick klins | | | Arun Trisal Early Times Report
Kathua, Feb.27: Despite having the knowledge of child labour being used in different industries and Brick Kilns, Labour department Kathua acts as spectator and formulates their own excuses than taking action against violators. There are several programmes are initiated by Union and State government where Child Labour is considered as curse to society and ensured Child Labour free society but the programmes seem yet to reach at Assistant Labour Commission department Kathua. Child labour is openly used by industries and Brick Kilns set up in Kathua city but Assistant Labour Commissioner formulates his own excuses than taking action against violators. When the menace of child labour was briefed before the Assistant Labour Commissioner, Kathua, Ghan Shyam took the matter lightly and said government has given responsibilities to many other NGOs and public departments to check up such cases but nobody took initiative till day. He accepted that children are working in Brick Kilns but astonishingly said children assist their parents who live under the premises of Kilns and share hand with their parents. During whole interview, it revealed that Assistant Labour Commissioner epitomized his profession under small office and deliberately ignored the Child labour being used by different industries, shopkeepers and brick Kilns. Ghan Shyam, ALC, threw the ball on social welfare department and Aganwani centre. He said Aganwari centre has to take initiative and motivate the parents to send their wards in centre than indulging in physical works. He might forget that he is responsible for all this and he has to take action against violators than encouraging Aganwari workers. He accepted that his office never registered such cases against Violation of Child Labor act. He informed that some complaints have been received by the department but action has yet to be taken. It is pertinent to mention here that there is of provision Rs 20,000/- fine and one year prison if anyone found to violate Child labour act. The department has not launched National Child Programme for Rehabilitation and any other such scheme to facilitate the poor children or taking action against Child Labour violators. It is mandatory for all of us to know that Children are future of the Nation and we are responsible if we avoid action against Violator of Child labour act. The Dy. Labour Commissioner Jammu needs to ask monthly progress report from Kathua Assistant Labour Commissioner office to review the functioning of the office. |
