Despite cancellation of his deputation by SKUAST, Farooq continues to be Dir Sericulture

jammu, Apr 2: Even as the SKUAST management has cancelled his deputation orders, Director Sericulture, who is basically an Assistant Professor in SKUAST, continues to hold the post in violation of the rules and regulations.
As per the details available with Early Times, Farooq Malik, a non KAS officer, is holding the post of Director Sericulture "illegally" despite the fact that his parent department has already cancelled his deputation vide order No. AU/Adm/Prof (Seri)/M-18/86/1487-90 Dated 23-04-2013 issued by then Assistant Register (Est) SKUAST Mohammad Yaqoob.
In this communication, Assistant Register (Est) addressed to Dr. Malik Farooq, Professor cum Chief Scientist (Sericulture) SKUAST-K, Presently Additional Director, Sericulture Department, Government of Jammu and Kashmir, Srinagar stated that "In terms of University Order No 767 (Est) of 2012 Dated 13-08-2012, your period of deputation to Sericulture Development Department Government of Jammu and Kashmir as Additional Director Sericulture was extended for a period of one year w.e.f 01-05-2012, the term of deputation so extended is likely to expire on 30-04- 2013" read the order. The order further stated that "I am as such directed to request you kindly to make convenient to resume your duties in the university immediately after expiry of deputation". This one year extension to deputation was awarded to Dr. Malik vide order No. 136 -Agri of 2012 dated 26-04-2012 issued by Shaleen Chabra the then Commissioner Secretary to Government Agriculture Production Department in pursuance to Principal Secretary to Government Agriculture Department order No. 118 Agri of 2010 Dated 30-04-2010 wherein the government cleared the deputation of Dr. Malik after consent of SKUAST Kashmir for two years.
Even though the SKUAST Kashmir management cancelled his deputation on 23-04-2013, the legality of the order issued by Deputy Secretary Government Agriculture Production Department vide order No. Argi/Seri/6/2014 Dated 30-01-2014 conveyed to Director Sericulture Development Department J&K, Jammu to hand over the charge of Director Sericulture to Dr. Farooq Malik on 31-01-2014 (A.N) till suitable and eligible officer from the feeding services (Referred to KAS or equivalent grade) becomes available or some permanent arrangement will be made. After holding the post of Director Sericulture illegally for nine months and cancelation of deputation, Dr. Asgar Hussain Samoon, Commissioner Secretary to Government, Agriculture Production Department vide order No. 214-Agri of 2014 Dated 24-10-2014 vide endorsement No. Agri/Seri/6/2011 Dated 24-10-2014 dully signed by Deputy Secretary to Government, Agriculture Production Department, issued permanent appointment order of Dr. Farooq Malik as Director Sericulture which he is still enjoying while at the same time, the SKUAST management who are in need of his services are suffering badly.
As per the sources, the case of Dr. Farooq Malik is not an isolated case in the government, a retired government employee Feroz Ahmed who was given an extension after extension by the previous government still continues to hold a room inside civil secretariat, while at the same time no such facility was even available for public representatives like MLAs/MLCs, beside many regular high rank officers of Additional/Special Secretary level officers have no room inside civil secretariat compared to the above mentioned retired officer having in position of Room. No. 3/55.
