Dogra certificate issue No difference between anti- Jammu Congress and BJP

JAMMU, Apr 2: The BJP, part of the ruling coalition in Jammu and Kashmir, has again humiliated and taunted the people of Jammu region. It has played second fiddle to its coalition partner and has become a party to the reply the state government gave on the floor of the assembly on Wednesday in response to the question put by a BJP MLA Kuldeep Raj regarding the demand in Jammu for the issuance of Dogra certificate to those desirous of joining paramilitary forces, including CRPF. In reply to a written question of MLA Kuldeep Raj in the assembly if the "government proposes to issue Dogra ertificate in favour of bonafide Dogra persons as was in vogue previously", the Minister for Revenue in his reply through Under Secretary to Government Revenue Department stated that government has no such proposal under consideration.
The reply given by the state government proves that the BJP has surrendered the interests of the people of Jammu region to enjoy loaves and fishes of office and that it has no regard whatever for the sentiments of the Dogra youth. It also established that the BJP and the Congress are the two sides on one and the same coin and that the BJP, like the Congress, is all out to appease the fanatics in Kashmir for reasons best known to it.
It bears recalling that in early 2011 the Congress leader and the then Revenue Minister Raman Bhalla had directed the tehsildars and deputy commissioners of Jammu to issue the Dogra certificates. The main purpose behind issuing the "Dogra Certificate" was for seeking the relaxation in physical measurement (height and chest) in employment in Central Paramilitary Forces.
The order had evoked a very strong reaction in the Valley and the "mainstream" political parties like the NC, Congress' coalition partner, and the CPI-M and all the separatist leaders, besides the Kashmiri "civil society", had opposed the order. Even the Kashmir-based Congress leaders had condemned Raman Bhalla and they and others had termed the order as a conspiracy hatched against the Kashmiri Muslims. Separatists like Syed Ali Shah Geelani had threatened a Kashmir-wide agitation. He and others of his ilk had charged the UPA Government with conspiring against Kashmir and weakening the Kashmiri cause. They had also accused New Delhi and the Congress of attempting to "divide the state on communal lines".
The opposition in Kashmir to the order on issuance of Dogra certificates and the negative attitude of the ruling NC worked against the people of Jammu region. The Congress, which had issued the order, shamelessly obliged the NC and the separatists, by withdrawing the order on April 28, 2011. The NC had made the then Union Home Minister P Chidambaram intervene in the matter, who was more than willing to toes the line of the separatists, the NC and other Kashmiri parties. Acting on the Centre's directive to extend the relaxation for recruitment in paramilitary forces to all permanent residents of the state, the Jammu and Kashmir government on April 26 revoked the order on issuance of the Dogra certificate. "In view of the amendment circulated by the MHA, relaxation in physical standards of height and chest measurement has been extended to all the permanent residents of Jammu and Kashmir," an order passed by the Jammu and Kashmir Revenue Department said.
While the reversal of the order angered the people of Jammu region, the government decision was hailed by separatists and Kashmiri parties. Hailing the decision of the government to roll back the order, Hurriyat Conference of Syed Ali Shah Geelani on April 29 said that it was the victory of the people of Kashmir and it will be a moral booster for Kashmiris. "It (revocation of the order) is the victory of the people of Kashmir, it is the victory of principles," Hurriyat spokesman Ayaz Akbar said, adding "the revocation of the order has proved that nothing is unachievable if we stand determined and resolute". "This is a moral booster for us," he said. Other separatist outfits also expressed almost similar views while commending the withdrawal of the order.
It is pertinent to mention here that the people of Jammu region have been urging the state government to issue Dogra certificates to those in Jammu who apply for the same. As for the BJP, it had supported the movement in Jammu for the issuance of Dogra certificates. But the today's BJP is a different party; it has lost its moorings and abandoned its ideology for the sake of power. It is no wonder that the people of Jammu region have again denounced the BJP for what they called "its politics of deceit and opportunism".
